This is a new series of articles about Israel written by Yoon Jonglok, a Distinguished Professor at Hanyang University that has been reported weekly. Today's article is the final epilogue as 16 of 'Month Four-Part'. It is up to the readers to evaluate whether the creative life science and innovative economies of the Start-up Nation Israel would shift developing into the Korean core IT heart.

King Sejong the Great, (1397-1450) was able to rule wisely under the legacy of the father's iron fist rule of a strong dynasty thanks to his father Taejong's halo effect and set a  Jiphyeonjeon which is the scholar's research institute directly and encouraged young people to demonstrate their creativity.

And Jiphyeonjeon produced Da Vinci of the Joseon Dynasty (1392-1910) called Jang Yeong-sil, a science genius. On the other hand, King Jeongjo was driven to the feeling of walking on thin ice by the checks of the political forces that drove his father, Crown Prince Sado to death, and by the Byeokpa, who opposes of appointing talent regardless of a political faction. Therefore, Gyujanggak was established for novel politics, and Dasan(penname) Jeong Yak-Yong (1762-1836) who is bright in Western Learning was discovered.

However, due to the sudden death of King Jeongjo, believed to have been led by the Byeokpa faction, led to the exile of the second Da Vinci, Dasan to Gangjin, South Jeolla Province of Korea.  

Dasan, during the time of Secret Royal Inspector, impeached the corruption of  Gyeonggi governor, Seo Young-bo. However, the Gyeonggi governor suddenly was promoted to the prime minister by a Byeokpa's power on their back and he retaliated against Dasan.  Even though Dasan's innocence was revealed as evidence that he had nothing to do with the Catholic, Seo Young-bo did not release Dasan from exile and tied his body up for 18 years. 

Dasan was already guessing the enlightenment ideology of “Montesquiou” and the trend of the “Industrial Revolution” through Beijing. By devising “Geojunggi” which is a type of Crane and securing an adjustment budget instead of forced labor. Dasan was also an expert in civil engineering. During the construction of the walls of Hwaseong Fortress in Suwon in the 1790s, the 13-year period required to build it was shortened to just 3 years through the voluntarily paid labor method, and the path of the Joseon dynasty was set in a new direction called 'Silhak' which is a practical science.

During his exile in Gangjin, Dasan wrote 509 volume of books, a vast quantity of some 14,000 pages, including the most important works of his publications on Mongminsimseo(Design for Good Government), jurisprudence Heumheumsinseo and Gyeongseyupyo(Mind of Governing the People),  and left 2,500 poems, leaving a message of social innovation with superhuman strength for 18 years.

The two Da Vinci of the Joseon dynasty, Jang Young-Sil, and Jeong Yak-Yong, were able to constantly challenge themselves with the consideration of the national leader shouting Tangpyong policy, which is hiring impartiality talented people regardless which political party and it became the seeds of innovation. However, the attempted work of discovering talent by King Sejong and King Jeongjo disappeared without a trace when they died and returned to their original position by the vested powers. And the ruin's rule of thumb, in which the faction is the priority, continues to the period of Japanese occupation. 

The two authors of <Why The State Fails> present a system that encourages the creative challenge of the people as a condition of a rich country. In other words, the power to determine the fate of the nation and the happiness of the people lies in the system. For the past 50 years, we have created a miracle on the Han River with the power of hard power that turns raw materials into products. However, in the last 10 years, the world is opening an era of soft power that turns imagination into innovation. Among the top 20 companies in the world, except for one Johnson & Johnson, 19 are soft-power companies that make imagination into innovation. 

The government, which is leading the 21st century, is doing its best to create a country with a strong soft power that will revolutionize regulations and challenge them without hesitation. The Danish government is taking the lead in promoting linkages with its own industries enough to dispatch digital ambassadors to global companies in Silicon Valley. Israel is providing more manpower to the San Francisco consulate, the capital of the world's innovative economy, than its embassy in Washington. 

Now is the time to make digital territory-pioneering horses run faster, as they did in the past western frontier. Let's look at some statistics. We are a country that relies on imports for 75% of what we eat and 98% of our energy. In 2017, Korea's trade surplus was $95.7 billion. Among them, $95.5 billion was an ICT surplus. It made 48 billion dollars from China, which is half of the ICT surplus of 95.5 billion dollars, but now is the moment China is already overtaking us except for the semiconductor industry. 

However, it is at an important moment when the global digital economy, which has supported our economy with the outbreak of the COVID-19, is accelerating further. In the age of exploration, Spain occupied South America, rich in gold and silver resources, first with guns and swords while although resources were scarce, the fate of the countries remained by Britain, which belatedly jumped into North America based on its peoples' creativity and the patent system in its constitution, was markedly different.

The role of the nation in the post-COVID-19 period of transition lies in two options. Will it suppress or encourage creative challenges from the people and businesses? Large companies that have already gained experience in fierce competition and countless young people who are challenging start-ups should be allowed to challenge themselves day and night on the global battlefield.

Now is the era of data voyage. A ship called AI that crosses the ocean of data is driven by the power of the brain, not the power of muscles. Fortunately, based on the world's best ICT infrastructure, Korean companies and young people such as Samsung, Hyundai, and LG are struggling in the line of innovation. In the global competition that rivals the speed of light, the moment releases the reins by the risk of its CEO in global competition, its dynamics will fall significantly. In this context, Israel renamed its Chief Science Office to the “Office of Innovation”, and even in Thailand, the Ministry of Information and Communication was converted to the “Ministry of Digital Economy”.  Only Korea has returned the Ministry of Science, ICT, and Future Planning to the Ministry of Science and ICT.

If we have worked hard so far to complete the world of technology that King Sejong dreamed of through Jang Yeong-Sil,  let's now consider the dream of Dasan Jeong Yak-Yong, a realist who longed for an inclusive system that encouraged creative challenges through his 2- Seo and 1- Pyo publications such as Mosminsim-Seo, Hmhmsin-Seo, and Kyeongseayu-Pyo.

In the eyes of Dasan, who was a desperate victim of splitting sides, the right way to make sure that young people in the Republic of Korea pull the trigger with desperation through the management of Israel, an innovative Start-up Nation that transforms imagination into innovation, would be seen in this desperate time.
The world's best innovative economy can be created if we combine our national character,  Korean 'Pali-Pali' culture' or 'hurry-hurry' mentality' and the Jewish's Chutzpah. 
This series of articles might be messages from Dasan Jeong Yak-yong, the country’s great adult who has left a great resonant despite even the hardships of partisan struggle.
