Enabling Ulsan pay App to Offer Order Ahead Pay & Delivery or Pick-Up Service
Zero Service Fee on Delivery Order and Support Revitalizing Regional Economy

On October14, Harex InfoTech Inc. (Park, Kyung Yang, CEO), UBpay (User Centric Mobile Payment Shared Platform) Service Provider, signed a partnership agreement with Ulsan City and Korea Telecom to provide Mobile order ahead pay and delivery or pick-up service to Ulsan pay app.

This agreement is part of Ulsan City's "Digital Economic Platform" project to support small mom and pop business owners impacted by COVID-19 and revitalize the local economy. The agreement aims to provide an online sales channel to small business owners and offer convenience to consumers by utilizing the Ulsan pay platform in line with the current trend of increasing non-face-to-face transactions. In addition to providing mobile services to the Ulsan Pay app, Harex InfoTech Inc. also plans to provide an education that empowers numerous small business owners in Ulsan to increase sales, reduce cost and create more jobs in local communities by taking full advantage of the user centric shared platform.

Harex InfoTech Inc. has been selected as a partner in charge of building and operating the payment and delivery order service in Ulsan pay, and Korea Telecom provides the mobile local currency platform and infrastructure as an operating agency for Ulsan Pay. Residents in Ulsan City will be able to easily use non-face-to-face services such as the mobile delivery and pick-up order service using local currency as a payment.

As mobile delivery and pick-up order services are added to the Ulsan pay app, which is already used by 270,000 Ulsan citizens and 25,000 mom and pop stores, Ulsan citizens will be able to conveniently use the service thru the Ulsan pay app without downloading other delivery apps. The user centric shared platform that has no middleman in the payment and the service process offers zero fee on mobile delivery order service. This will lessen the burden on small merchants in terms of service fees and cost. 

In terms of customer convenience, efficiency of operation, and budget reduction effect of local governments, the user centric shared platform is a differentiated and more competitive model, which is expected to spread to other local governments soon. 

Kyung Yang Park, President and Chief Vision Officer (CVO) of Harex InfoTech Inc., said, "The demand for delivery services is rapidly increasing due to the COVID 19 Pandemic, but the small business owners are burdened by excessive delivery service fees.” Along with sharing the user centric shared platform and connecting the networks, we will also provide smart commerce education to small business owners impacted by the Corona Pandemic so they can increase sales via online and mobile effectively with no system investment or service fee. He also stressed, “I would like to share it with the rest of the world as a representative example of supporting small business owners in need due to the Corona Pandemic.”
