An American diplomat just back from a rare visit to North Korea says the reclusive communist nation must address serious concerns about aid distribution if the U.S. is to provide food handouts. Human rights envoy Robert King also says North Korea must account for 22,000 tons of food left behind when the North ended the last American food assistance in 2009.

King's comments on Thursday were his first public remarks since visiting North Korea last week to assess the North's food request. King tells the House Foreign Affairs Committee that if the U.S. determines there's a legitimate need for the help, North Korea still must address U.S. concerns before getting the aid. King says North Korea is one of the world's worst violators of human rights.
