Association with Israel Offers Opportunities to Globalize

If during the first phase of our existence from 2001 through to 2003 our efforts were directed toward establishing the Korea/Israel Industrial R&D Foundation, the second phase from 2004 to 2007 will be dedicated to stimulating joint research, projects between our two countries." So said Foundation chief executive Mr. Jong B. Lee in an interview with The Korea IT Times on the occasion of the 2005 Korea-Israel IT Forum held Jan. 17 at the Grand Hyatt Seoul, "The Foundation aims to stimulate a greater amount of industrial technology cooperation between Korea and Israel this year." added Mr. Lee. By way of example, he mentioned Korea's participation in the EUREKA program to develop core technology between several European countries and Israel. Other industrial technology cooperation projects, continued Mr. Lee, included participation in the 7th European Framework program, the Testbed construction program that focuses on leading domestic areas of technology such as wire/wireless communication, a joint R&D cluster matchmaking program between the large corporations of both nations, and cooperation between the Korean and Israeli venture capital industries. The Korea/Israel Industrial R&D Foundation was established with a view to encouraging joint R&D projects and to supporting a mutual technology development fund. The Foundation was created with a $6-million fund that will be expanded to $9 million this year, demonstrating the importance that the government of Israel attaches to cooperation with Korean firms. The Israeli government is entering into several R&D agreements with several countries such as Canada, Singapore, the U.S., the United Kingdom and Korea that will be supported by the Fund. In the light of these initiatives, the years since the establishment of the Korea/Israel Industrial R&D Foundation can be characterized as a period of successful joint research between Korea and Israel, Mr. Lee assessed. * In his presentation, Mr. Lee described the following parameters of Israeli competency. * Ratio of scientists to general population:135 per 1 million persons, no. 1 in the world * No. of NASDAQ-listed companies: 140 companies, no. 1 in the world excluding the U.S. and Canada * Expenditure on education: 8% of GDP, no. 1 in the world * Civilian R&D expenditure: 4.5% of GDP, no. 1 in the world * Ratio of US Patents filed to general population: 95 per 1 million persons, no. 3 in the world. Mr. Lee pointed out that the international media rated Israeli technological capability very highly. Newsweek, for example, had reported that "Silicon Valley really has only one rival outside the US: Israel. Wall St. knows it." Furthermore, Microsoft founder Bill Gates opined at the World Economic Forum, in Davos, Switzerland in January 2000 that "Thanks to quality education, Israel is one of the most advanced countries in the world. Israel is advancing in high-tech even more than other developed countries."
As to a desirable direction for future R&D between the two countries, Mr. Lee suggested the following options: * That domestic corporations might enhance their globalization efforts by taking advantage of the "Israel Network" * They may strengthen their international presence through their association with Israel.
