Efforts to form new IT, standards are market-driven As the importance of standardization in the field of information and telecommunication becomes evermore acute, the activities of the TTA (Telecommunications Technology Association), which formalizes new standard for services and their enactment in the field of IT as well as the testing and certification of IT products via one-stop service, are rising in prominence. Standardization is important in the field of IT because IT equipment or services need to be built and calibrated to a particular standard in order to be compatible with those manufactured or delivered by other providers.
TTA Secretary General Kim Hong-Koo, said in an exclusive interview with The Korea IT Times held on the occasion of Information and Telecommunication Month, an event designed to help Korean IT equipment or software companies make inroad into world markets, that it is important to develop products to international standards. He underscores that standardization is market driven. Accordingly, by pursuing international standard on the basis of domestic core technology, Korea can expect to gain the technological lead in these areas, generate greater exports, and boost income from technology royalties, he added. In that respect, the Secretary General emphasizes that TTA standardization strategy is market-oriented, is heavily dependent upon product details provided by manufacturers or service providers, and is underpinned by the scale of the Korean IT industry globalization. On the occasion of Information and Telecommunication Month, The Korea IT Times spoke with Secretary General Kim about the importance of standardization, the TTA international standardization activity for the purpose of promoting international cooperation in IT, and the role of testing and certification for IT products.
Q: We are very pleased to carry this interview with you being the chief executive of a leading private IT standardization institution. First of all, what is your Association role, TTA vision and as well as TTA management approach A: TTA responsibility is to devise new standards in the IT field, to formulate standards, and to provide one-stop service to testing and certification for IT products. With a view to being on a par with world-class IT standardization organizations, our detailed management approach is as follows: *Place TTA in the van of international standardization *Ensure TTA dealings are transparent and fair *TTA always pursues issues of essence. *TTA serves as an incubator to develop specialized professional in the field of standardization *TTA is always pro-active towards customers Q: Would you touch upon the importance of standardization A: Standardization importance breaks down into three components. They are economic development, technological development, and user protection. First of all, standardization is important in the development of the domestic IT industry as well as improving international competitiveness. Second, technological development is related to the early introduction of advanced technology as well as to the prevention of overlapping investment and thereby making it possible for Korean industry to get a foothold in the related markets. Lastly, standardization helps users curtail expenses, hence protecting the end-users. Q: What are the TTA standardization priorities and what is the present status of the implementation of standards that are developed by the Association A: The TTA standardization priorities include WiBro (Wireless Broadband), DMB (Digital Multimedia Broadcasting), WIPI, BcN (Broadband Convergence Network), RFID (Radio Frequency Identification)/ USN (Ubiquitous Sensor Network), Digital Homes, ITS, and so forth. As of December 2004, a total of 3,149 TTA standards have been implemented. Q: Please explain to our readers how your international standardization activity boosts international cooperation. A: At present, TTA is taking part in international standardization fora such as ITU, 3GPPs and GSC, as well as a series of cooperative initiatives relative to standardization among Korea/China/Japan and strengthening international cooperation by signing MoUs with associated organizations. Organizations with which TTA has concluded MoU agreements to date include ITU, TTC, ITU-AJ, ARIB, T1, ETSI, ACIF, TSACC, 3GPP, 3GPP2, RCR, Veritest, TUViT, CableLabs, CJK IT standard cooperation, Spilent, Cetecom Spain, IXIA, 7Layers, Tolly Group, Agilent, MTC and BABA. Furthermore, TTA hosts standardization strategy fora of its own, nurtures personnel in the field of international standardization, and mounts customized seminars on the topic of international technology standardization. Q: What are the effects of testing products for purposes of certificating their adherence to standards A: Such testing has three aspects: product development, marketing, and standards improvement. In terms of product development, testing and certification helps to curtail a product developmental expenses as well as shorten its development period. In regards to marketing, the testing and certification of a product increases its positive image and its name value. Lastly, all of these combined will result in improvement of standards. Q: In that regard, what is TTA primary project for 2005 A: TTA will drive forward the standardization project associated with the IT839 Strategy, take charge of IT standardization activities, and IT standardization planning strategy.
The TTA efforts will concentrate on core technology standardization related to the IT839 Strategy of MIC (Ministry of Information and Communication) in order to uphold government policy, and at the same time, construct a biquitous environment through which the interconnection of wireless equipment is possible anytime, any place, and anywhere. Since 2000, TTA has also been nurturing and supporting international forums on standardization, which are market-oriented in purpose. In 2004 our Association contributed enormously to private standardization efforts through the Association support of 31 standardization forums in which 3,800 institutions and 12,000 individuals took part. This year, our Association will make a bid for global leadership in IT standardization by holding more IT839-oriented strategy forums. In addition to these activities, TTA will concentrate on formulating an IT839 strategy standardization roadmap, liaising with major IT SDOs (ITU, ETSI, APT/ASTAP, TTC, ARIB, CCSA, etc.) and GSC, and undertaking strategy analysis. In closing, I wish to say that TTA IT Testing & Certification Laboratory has attained a brilliant achievement in providing testing and certification services in some 2,100 cases related to the fields of network, software, digital broadcasting and mobile communications since its establishment in December 2001.
