President Roh for IT President Since the Roh Moo-hyun government came to power, epoch-making developments in the IT, science and technology fields have taken place, far in advance of those under all previous governments. Since he presented the Ubiquitous Korea policy to be achieved via the IT839 strategy last year, today President Roh corresponds with all sorts of people with e-mail, practices a pro-IT policy and generally acts as if he is the master of all he surveys in the IT area. In particular, it is worth noticing that the 2006 FIFA Germany World Cup to be held next year is to be relayed via Korean terrestrial-wave DMB (digital multimedia broadcasting) technology. On April 14, President Roh and Minister Chin Dae-je, of MIC (Ministry of Information and Communication) entered into a MOU in Germany for the purpose of adopting the Korean DMB standard. Therefore, Koreans will drive the pilot DMB service in the Munich area where the opening ceremony of the 2006 FIFA Germany World Cup will be held. As some 10,000 members of the media from around the globe are forecast to cover the event by making use of Korean DMB equipment and cell phones during the World Cup, this would be a great opportunity to promote Korean capability in world markets. Accordingly, as Korean ground-wave DMB technology makes inroads into Europe, and as those who formulate technology standards hold sway over national competitiveness, to play such as role in a major sporting event of the 21st century will really boost the national brand in fields such as IT, communication and broadcasting. The result may be to promote Korea as a global leader in this fiercely competitive area. By getting a foothold in the market ground-wave DMB in Germany in this manner is an achievement of considerable significance. Furthermore, since Germany boasts of being the largest IT market in western Europe, this advantage means that Korean technology can gain the competitive edge in what is likely to be an upcoming battle over standards with Europe competitors. On the science technology front last year, President Roh upgraded the competence of the Minister of MOST (Ministry of Science & Technology) to the level of Deputy Prime Minister to boost the cience Korea 2005 movement. At the same time, the President introduced a policy to promote the development of smaller and start-up companies via Daeduck R&D Special Zone at the end of March. He further established the Science Technology Innovation Headquarters to coordinate national R&D projects as well as next-generation growth engine business generally. Today, popular sentiment demands only that President Roh, produce results after implementing so high-profile a suite of policies. May we hope too that President Roh, CEO of the Republic of Korea Corporation, assume also the title of IT President as well
