Look to Korean IT for Future Shape of World Economy

Korean IT, an object of international benchmarking Korea is a broadband IT-based IT first-class power, which is developing most dynamically not only in the high-speed Internet field, but also in mobile as well as household electronic digital appliances. The domestic IT industry has sprung from nothing to become a world power in 20 years. Accordingly, Korea's highspeed Internet and mobile communication represent the best IT infrastructure in the world.
A special feature of the IT839 Strategy is that the government of Korea, on the initiative of the MIC (Ministry of Information and Communication) is "driving" the strategy.
On the basis of broadband network and IT technology, Korea's semiconductors, mobile telephone terminals, TFT-LCDs, digital TVs, and Internet games have emerged as world-class products. The world Internet population is 800 million people as of June 2004, a figure that is expected to rapidly grow four-fold within five years as IT, BT and NT become more converged to produce a Ubiquitous environment. Accordingly, by 2010, some 50-60% of the world population, namely 3-4 billion people will be participants in this network, becoming a part of a global movement that is known as the "Ubiquitous IT Revolution". Ubiquitous IT Revolution The huge changes thus occurring in IT and the way it is applied and adopted, present a host of new opportunities as well as threats for Korea. Namely, with digital convergence, new products and markets are appearing, and companies that found it difficult to make inroads into new markets in the past, now find it easy due to weakening boundaries between industries. Since digital convergence raises the prospect of intense competition in all industry fields, to cope with such rapidly changing circumstances, Korea needs to develop a new national development strategy.
Industry observers say that it is necessary to promote Korea to become a world leader in the Ubiquitous IT age by utilizing synergies that developed most dynamically through the development of highspeed Internet, mobile and digital household appliances in order to create the nextgeneration IT revolution. In that respect, by creating new high value-added on the basis of established IT performance that produced significant profits, we must stimulate a new growth momentum. Korea's level of informatization is assessed internationally to be of global standards. Accordingly, we must formulate a plan to make the maximum use of Korea's national informatization infrastructure to develop national competitiveness as well as productivity. Since Korea has become an advanced informatization country, marked by high subscription rates to high-speed Internet, the rise of Ubiquitous environment could serve as an opportunity for a major step forward for Korea. Fortunately, Korea has several factors in its favor through which to nurture the Ubiquitous society. First, it has the best developed, most advanced IT infrastructure in the world. Second, since the competitiveness of associated industries such as household appliances as well as automobiles is very high, the opportunities exist for the creation of mutual synergies to achieve a Ubiquitous society. Third, through the government's strong commitment, there is good potential for active cooperation between the private and the public sectors. Strategies such as those above might be equally valid for any country attempting to bolster and leverage advantages from its ICT sector. Unprecedented IT839 Strategy: blueprint for national development In this regard, the connection between the drive to achieve a Ubiquitous society, known as "u-Korea" and the IT839 Strategy can be described as a huge national development project. The IT839 Strategy is to revitalize the communication/broadcast service market, whose growth has slowed down in recent years by introducing 8 kinds of communication/ broadcast service. By grafting RFID (Radio Frequency Identification) to the integrated broadband network plus launching the 8 services, a central plank of the IT839 Strategy is the building three IT infrastructures such as a u-sensor network and IPv6, and to establish a market mechanism whereby to match supply and demand of the products of the 9 designated IT growth engines. A special feature of the IT839 Strategy is that the government of Korea, on the initiative of the MIC (Ministry of Information and Communication) is "driving" the IT839 strategy. "Broadband IT Korea VISION 2007", which will be a basic plan of the Participatory Government for national informatization, also deserves attention. Cardinal provisions of the plan consists of innovations in administrative services with the aim of achieving the best open e- Government in the world, promoting the international competitiveness of Korean corporations through facilitating informatization in entire industries, reducing the "digital divide" within Korea, plus the drive the goal of a per capita national income of $20,000. To facilitate these aims, the plan includes construction of a BcN (Broadband Convergence Network) as well as nurturing of the new IT growth engines strategic and promotion of a global information society initiative through the strengthening of international cooperation. With such noteworthy efforts, Korea is well placed to become an international object of benchmarking in regard to IT.
