With the IP integration broadcasting business now growing to its largest scale, with its establishment in China as an impetus, Korea Digital Communications (KDC), a South Korean network equipment-maker is planning to get involved proactively in this lucrative Chinese market. KDC, which as an influential partner already has been participating in the IPTV project's strategy establishment in China, as well as pilot business, is strategically participating in China's IPTV business, together with associated institutions such as the State Administration of Radio, Film and Television People's Republic of China (SARFT), etc. KDC chairman Kim Tae-sub, expressed strong confidence in China's IPTV business, explaining that it is a large-scale national policy project with a budget of 3 trillion won (approx. US$ 2.9 billion) for next year alone, combining Korea's digital cable broadcasting, IPTV (Internet base, KT initiative) & DMB broadcasting. A spokesman at KDC said that the State Administration of Radio, Film and Television People's Republic of China responsible for China broadcasting section announced a nationwide expansion of the broadcasting enforcement plan before the Beijing Summer Olympics in 2006, along with IPTV's wire/wireless official launch unique to China at the 14th BIRTV2005 which opened on Aug. 24, this year in Beijing. At this BIRTV2005, attended by highranking Chinese officials, Korea's MIC, & IT company representatives from all over the globe, SARFT announced its mobile multimedia broadcasting plan unique to China, which converts established broadcasting to digital according to the worldwide "All-In IPTV" trend. China's IPTV is a technology that combines its national broadcasting wire network covering 450,000 km2 across the entire China, WI-FI as well as WiBro's wireless network. As a service which can see and hear DMB broadcasting with each household's TV as well, China's IPTV is one of the world's biggest projects, accepting 350 million cellular phone subscribers currently, digital broadcasting subscribers comprising 20 million households, and wire Internet subscribers of 50 million households. Notably, it is said that China's IPTV is a multiple mode which accepts VoIP, VOD, wireless Internet, and bi-directional function all together, and not simply broadcasting transmissions. Interesting is the fact that the Chinese government is actively reviewing internal plans to realize a stereophonic broadcast, next-generation display technology after HDTV for the first time all over the globe through the establishment of a binaural screening special channel. A spokesman at KDC points out that Korea also announced its binaural screening support plan by establishing its MIC strategy, called "3-D Vision 2010," but when China introduces its fully binaural screening, Korea may miss out on the world's first preoccupation effect. This spokesman added that China's wire/wireless IPTV project is the result of the Chinese government's firm determination to succeed. This reflects its desire to become an advanced IT country and generate positive external publicity effects by taking advantage of the 2008 Summer Olympics in Beijing.
