e-Learning Based on Innovative IT Technologies to Transform Education

Spreading Korea's e-Learning models on the global stage The Ministry of Education and Human Resources Development is taking part in the APEC 2005 IT Exhibition and will demonstrate how the future of education would look, along with its adoption of the latest IT technologies to promote e-Learning. Against this background, the Korea IT Times asked Kim Jin-pyo, deputy prime minister and minister of education and human resources development, some questions regarding the ministry's efforts to promote e- Learning:
Q: Could you explain how the concept of e-Learning can be rightfully presented at the APEC 2005 IT Exhibition A: A visitor to the e-Learning section of the exhibition can not only meet today's schools in transformation but also can experience the education of tomorrow in advance. The e-Learning section has been organized to show tomorrow's world of education for classrooms, libraries, and homes. By linking homes to schools under the 'ubiquitous' multimedia environment with imaginary studios, tablet PCs, electronic blackboards, e- Learning will present a new educational environment with teaching and learning methods that are different from today's. It will also show a wireless environment that allows teachers and students to be connected to the Internet at any place in a classroom, thus allowing them to take part in an educational program by freely using tablet PCs that will work just like electronic blackboards or notebooks. The e-Learning section will also demonstrate how handicapped students and others who cannot come to a school can directly take part in classroom curriculums through on-line visual systems. In addition to these, a library of tomorrow will be transformed from a space of reading into a dynamic learning space where one can see and feel. The "digital bookshelves" and cyber e-Books will allow one to easily search and access a vast amount of data without having to go through the burden of moving to different places. Threedimensional images will also provide crystal clear information while information in PDAs will be shared with friends at "utables." Q: What are the main contents of the e-Learning project A: First, the project is designed to complement and innovate public education through e-Learning. Second, it can foster key human resource through the building of "e-Clusters" under the partnerships with industries and research centers. Third, the government plans to provide assistance for the development of labor skills through e- Learning. Fourth, it is intended for social integration by means of building "e- Communities." Lastly, the government plans to realize the goal of globalizing e- Learning. Q: Could you give us some examples of the government's efforts to realize such objectives A: In the case of the EBS educational TV programs for high school students, the government plans to increase and enrich programs for not only improving writing skills but also complementing in-school education. Also, the government plans to transform these programs into an open "Learning Management System" through which students can interact with teachers online. In the case of the "Cyber Home Tutorial" program, the first of its kind to be implemented in the world, an operation assistance system supported by the Korea Education & Research Information Service (KERIS) has been set up. This has made it possible to extend the tutorial service to 16 municipalities and provinces from three regions. Moreover, the government plans to set up support centers for college students in 10 regions nationwide by 2007. In the meantime, the government plans to promote the e-Learning model as a global brand for modernizing educational systems around the world. To this end, we have signed an agreement for a cooperative partnership with Microsoft. Q: Could you give us an example of the kind of role Korea currently plays on the international scene in the field of education A: As part of a goal to make contributions to bridge the information gap in the Asia-Pacific region, the ministry has proposed an e-Learning training project through which Korea can share its educational experience with APEC member nations. This project, the target audience of which includes policymakers, administrators and counselors, was proposed during the 27th Human Resources Development Working Group held in Pattaya, Thailand in June this year. The project, which attracted support from 14 member nations, was approved by the Budget Management Committee in August as an official project of APEC. Scheduled to commence in 2006, the project is set to be reflected in a joint communiqu of the APEC ministerial meetings in November. Q: What are the government's other achievements to promote e- Learning programs A: The ministry has proclaimed the year 2005 as the groundbreaking year for introducing Korea's e-Learning models on the global stage. In line with this goal, the ministry has been carrying out assistance programs for various countries around the world to help transform their educational systems into more information-oriented systems that are suitable for the digital world of today. The number of countries that are included in the project currently stands at 15 nations, including APEC member nations such as Vietnam, Malaysia, Indonesia and the Philippines. Among the tasks to be achieved for this project are supplying of PCs, e-Learning software and contents in addition to the training of related personnel in the field of education. In the Asia-Pacific region, only a few countries, such as Singapore and Australia, have actively adopted Information & Communication Technology (ICT). Therefore, the government has high hopes that Korea's experience in e-Learning can be a good model for APEC member nations in the future. In the meantime, the government has established the "International Cooperative Corps for e-Learning " and is currently engaged in consultative discussions with such non-APEC nations as Uzbekistan and Latin American nations like the Dominican Republic, Costa Rica, El Salvador and Venezuela for the running of e-Learning programs.
