In this age of the multipolar world, information technology became the connecting link between the countries and peoples entering all spheres of human activity. A graphic example of this is the international project "GLORIAD", connecting the scientists of all continents to achieve the global goals of mastering the thermonuclear energy for peaceful means, forecasting the natural phenomena and disasters etc.
In this regard Russia is implementing full scale projects in the sphere of information technology development. The volume of investment in this industry including foreign increased dramatically, the number of Internet users is rapidly growing, the cell phone coverage in the Russian Federation has reached half the people in 2004. The conference on creating in Russia an IT-techno parks network chaired by President Vladimir Putin in Novosibirsk early this year may well become the turning point in the history of the national IT industry development. According to the experts' evaluation the measures taken by the Russian Government will ensure a yearly 30 percent growth of the IT market. As a result it will expand up to 40 billion USD by the year 2010 and will make a substantial input into the GDP of the country.
The "Asia Pacific Economic Cooperation" Forum, which will hold its Summit in November in Busan, has given a special place in its Agenda to the development of the information technology with special emphasis on telecommunications and IT infrastructure improvement in the Asia Pacific, strengthening efficient cooperation to facilitate free trade and investment especially in the sphere of information and telecommunications. Russia is taking an active part in this process. This year we have submitted a long term project on development of electronic trade and government procurement systems, which was created by the Russian IT Association. I am positive that the co-operation between our two countries in the IT sphere may receive further development also within the APEC framework.
