Blueprint to Elevate the Infrastructure for Research

Yim Chu-hwan, president of the Electronics and Telecommunications Research Institute (ETRI). Today, we the researchers at ETRI are faced with a host of issues that demand us to make changes in the midst of rapidly changing global paradigms. To properly respond to this call of duty, I would like to introduce some tasks we will be actively engaged in this year.
First of all, ETRI will continue to make improvements to research facilities. In line with our master plan to revamp the research environment, and we plan to build a new research hall and a dormitory and remodel the dining hall. Secondly, we will lay down the foundation for adopting a new personnel management system. After a series of discussions based on a joint study by the management and labor, we will search for rational ways to improve the personnel management system. This includes the deliberation of various employment systems such as the dual-ladder system, fellowships and the "salary peak system." After this process, we will undertake to implement the chosen personnel management system in a harmonious framework between the labor and management. The adoption of a new personnel management system will open a new chapter of cooperative culture between the labor and management. Thirdly, we will concentrate our energies in the development and commercial use of new technologies that can act as engines of growth in the IT field. Fourth, we will devote our minds to develop technologies that can lead us through today's world of digital convergence. To this end, we have restructured the Basic Research Laboratory and Future Technology Research Division into IT Convergence Research Center so that we can strengthen the convergence and materials development technologies. Fifth, we will strengthen the research for original and basic technologies. In addition, we will reinforce the R&D activities for verifying the technological soundness and marketability of the end results of the basic research. At the same time, we will strive to carry out advanced research based on leading intellectual property rights with heightened applicability. To this end, we plan to set up a special committee for both the basic research and the development of next-generation technologies. Sixth, we will make the ongoing innovations firmly rooted in our operations. In succession to last year's, we will continue to develop innovative cultural movements and carry out the innovative missions and contests. Seventh, we will continue to administer educational programs to secure and foster high-caliber human resources. Above all, we will endeavor to nurture experts in the fields of patents and international standards through various training programs and activities that include the enticement of high-quality manpower from abroad. In addition, we will exert efforts to foster international negotiations experts so that they can deal with such matters as technology transfers and royalties. Lastly, we will make sure that technology-related information is protected and ethical management is put on a solid foundation. In a comprehensive survey of moral transparency conducted on 325 institutions by the Korea Independent Commission Against Corruption, ETRI was found out to be among the top 2 percent of the surveyed in terms of ethical management. I am pleased to say and take pride in the fact that this is an outcome made possible through our implementation of the ethics manifesto we have adopted last year and that in turn resulted in the enhancement of ETRI's trustworthiness to its clients.
