Korea's u-Cities to Transform Lifestyles

Cover Story / u-City With the appointment of the new Minister of Information and Communication as an impetus, the ministry's u-City policy is poised to take off, with a view to realizing u- Cities of the highest level globally within a short time. The concept of the u-City is to build future-model cuttingedge cities that maximize residents' quality of life and a region's value by innovating all sorts of city's functions plus converging state-of-the-art IT infrastructure and Ubiquitous service on city space.
In Korea at the moment, u-City planning as well as design is under way with priority given to the Seoul Metropolitan area's new cities as well as some established cities. u-City's potential demand, which is scheduled to be enlarged to happiness, innovation and corporate city etc. in the coming years, is forecast to amount to around 1 billion pyeong (about 3.3 billion m2). Seoul, Sangam and the Incheon Free Economic Zone are planning to design u-Biz and in the case of Daejeon and North Chungcheong province, u-R&D will be designed respectively. Jeonju, Gwangju, and Jeju are in the stages to design u-Culture/Tourism and in the event of Hwasung Dongtan, Yongin Heungdeuk, Kwangyeo, & Paju Unjeong, u-Home & Facility Maintenance is under way in terms of construction and design. North Gyeongsang province and Busan are considering u-Agriculture and u-Port cities respectively. MIC officials responsible for the u- City project explain that the vision and goal of the u-City are to stimulate wellbalanced national development by means of model development befitting to regional/city features and boosting city competitiveness. Alongside of this, u-Cities are designed to provide residents with safe/convenient/agreeable living environments through Ubiquitous services. Moreover, as investment enlargement is forecast with large infrastructure construction as well as new service introduction, associated industry's activation is expected. Providing Korea's most cutting-edge IT infrastructure is grafted onto the city development policy systematically, technology/services overseas inroads are possible, MIC officials said. Following the examples of overseas promotion of such cities, grafting between city development and IT technology is being attempted for the sake of specific cluster construction. These overseas u-City examples are high-speed IT infrastructurecentered and a full-scale u-IT technology's application is insufficient. Hong Kong's Cyberport is to materialize Intelligent Office, with a view to constructing Asia's Leading Digital City. Singapore's One North wishes to drive forward medicine, culture, & media hub city by means of broadband wireless network expansion as well as city function integration. Malaysia's MSC also wants to propel electronic government, smart card, smart school, and remote medical treatment with the view of constructing a cutting-edge information city. In the case of Spain's Hot City as well, city government takes the initiative in constructing IT infra plus constructing WiFi across the city. In the light of examples at home & abroad, MIC officials say that systematic and step-by-step u-City construction propulsion are necessary. In terms of law systems, effective/systematic u-City institutional base must be prepared since associated laws & ordinances and management subjects are scattered. In terms of service too, service convertibility between cities and connectivity shortage problem must be solved according to service and materialization technology's standardization absence. According to the u-City schedule, u-City's full-scale diffusion will be attained after 2009 following its base construction period ('05~06) and u-City model project propulsion period ('07~'08).
