MIC Interview By commercializing new ubiquitous technologies assisted by the u-IT839 strategy On March 28, Roh Jun-hyong, formerly vice minister of information and communication, was officially sworn in as the minister of information and communication. Minister Roh succeeds former Minister Chin Dae-je who resigned from the post to vie for the forthcoming gubernatorial race in the Gyeonggi Province. Accordingly, the Korea IT Times interviewed Minister Roh to hear from him about policy goals to be administered during his tenure at the helm of the government branch. The following are excerpts from the interview: First of all, please tell us about how you feel to have been appointed as the minister of information and communication.
I am much excited and honored to be appointed as the head of MIC responsible for steering the future course of our nation faced with difficult and yet important challenges,. And yet, I feel the heavy responsibility entrusted to me. Nevertheless, I will strive to make the most of my 28 years in public service and make contributions to advancing the nation's economy through advancing the nation's IT. How do you plan to transform the 'u-IT839' project into a success u-IT839 can be said to be a policy framework that eyes the virtuous cycle in the IT domains that include services, infrastructures and new growth engines. This development model based on a virtuous cycle has been well verified in our experience with CDMA, the high-speed Internet, and then to DMB and WiBro in recent years. Until now, the IT839 strategy has been centered on suppliers developing and testing new growth engines. Nowadays, however, it is necessary to make a transition to vitalize the market by commercializing new technologies and expanding operations overseas. Accordingly, the ministry will concentrate on ways to revive the market and disseminate services. To achieve this goal, the ministry will enhance the competitiveness of parts and materials businesses in the IT sector and foster small and mid-sized ventures, while actively unfolding measures to support the convergence between industries. In addition, the ministry will carry out the u-IT839 project in such a way so that emphasis can be placed on the dissemination of new products such as DMB, WiBro, intelligent robots and RFIDs. How does the ministry plan to facilitate the advancement of DMB and WiBro into overseas markets this year DMB and WiBro are technologies developed to meet the needs of consumers, such as watching TV and surfing the Internet through handheld mobile terminals. Against such a background, WiBro, in particular, has become quite popular in Europe where it is difficult to lay cables under the ground due to numerous historic relics scattered around the region. In the case of Russia and Brazil, too, WiBro has become popular since it is highly expensive to lay cables due to the vast size of territories, In this manner, the new technologies have attracted much interest from foreign countries, speaking highly of them as new revolutions of IT. Moreover, the technologies were in the spotlight during their demonstrations at the recently-held winter Olympic Games in Torino. So far, contracts to supply WiBro-related devices and equipment have been signed with telecom operators in various countries including Japan, United States, Brazil, Italy, UK and Venezuela. In the case of the terrestrial DMB, too, the 'T-DMB Belt' is in the process of being formed. Germany has decided to launch the DMB service in step with the World Cup soccer games in June while DMB operations are being expanded to include markets in China, France, UK, Canada and India. On our part, too, we have organized a task team and provided unsparing assistance to local firms so that they can expand overseas operations. Could you introduce some of the major international events in the IT field to be held in the near future How does the government plan to take advantage from these First of all, the World ICT Summit 2006 will be held in Seoul for its second gathering this year at the Sheraton Walker Hill hotel in Seoul from May 24 to 26. This event, an outcome of over 50 ministerial talks and the 2004 ITU Telecom Asia in Busan, was launched to forge an open forum for the sharing of IT experience and enhancing cooperation between governments in the IT field. This year, Korea, as an IT leader, will be taking the initiative for discussions on major issues such as the aging of society, the widening gap between the rich and poor, and unemployment in addition to various changes made through IT in social, economic and cultural dimensions of our lives. The discussions on mid and longterm goals of nations for bringing about a desirable 'ubiquitous society' will contribute to the forming of public understanding of and affinity to IT operations and government roles. The Seoul Digital Forum, in particular, promises to become an indispensable forum exploring IT's future as Steve Ballmer, CEO of Microsoft, and Siemens CEO Klaus Kleinfeld, and other dignitaries from home and abroad will be participating as speakers. Through the event, the government plans to take the opportunity to consolidate Korea's stature as an IT powerhouse made evident at the APEC summit held in Busan last November and attract global R&D centers while providing assistance to IT companies seeking opportunities in world markets. In addition, the government plans to provide assistance in promoting the 'IT Korea' brand by unfolding PR activities informing the fruits of IT839 such as DMB and WiBro. Since the signing of an MOU with the Broadcasting Commission of the German federal state of Bavaria in April last year, the ministry has pushed forward ways to run a trial DMB broadcast to the international press corps who will be gathering at the World Cup.
In connection with this, the ministry plans to engage in various activities. These include Korea-German ministerial talks, a joint announcement for the trial DMB broadcast during the World Cup, DMB and WiBro demonstrations, special lectures for engineering students at the University of Munich, the dispatch of a mechatronics corps and the hosting of IT business forums. What are the key projects of the ministry for 2006 The ministry will be placing much emphasis on reviving the telecom market. By strengthening the virtuous cycle of the IT industry, the key to its progress, the ministry plans to build an environment suitable for making investment and amend regulations to better protect consumers and facilitate the fair competition among businesses. Moreover, the ministry will exert efforts to deregulate telecom and broadcasting services so that consumers can be provided with a variety of new services based on convergence. As part of a goal to resolve discrepancies between various sectors of the IT industry, the ministry will concentrate on enhancing the competitive strengths of software solutions, SMEs, and parts and materials businesses, the areas of which have so far been neglected. Concurrently, the ministry will revamp the IT839 project so that the IT industry can act as a leverage opening the age of 30,000-dollar per capita income by continuously creating new growth engines of the economy. And last but not least, we will strive to create a "Kind Digital World," based on a sound cyber culture where there exists no information gap between regions and ages.
