National-Initiative Project Korea's Jeju Island telematics model city project to be a testbed The Korean government is expecting the IT industry to be a growth engine in accomplishing the $20,000 national income era. In this context, the government is actively promoting the u- IT839 strategy Currently, Korea's telematics industry stands in a preparation stage for its leap. The government accordingly has a telematics information center (TELIC) and Jeju island telematics model city project actively under way, as part of telematics industry activation. TELIC is one-stop service system through which TSPs (telematics service providers) can utilize jointly all sorts of information such as traffic information and location information. This TELIC project is oriented toward reducing TSP's costburden and providing customers with good quality information reasonably. With the view to its business completion by 2007, this TELIC attracted public attention by presenting already private traffic information as well as atmospheric phenomena information offering top level service. Jeju island telematics model city is expected to increase telematics product export and to play a bridgehead role for overseas telematics market inroads. Besides this governmental-initiative telematics information center as well as model city construction, private enterprise telematics projects are being promoted, driven by telematics standardization. To reduce overlapping investment since telematics is providing already commercial service, the so-called 'de facto standard,' which formulates technology that business providers already use, as standard, must be established. Hereupon, the Korea Telematics Business Association (KOTBA) has standardization work that reflected already commercialized technology to the maximum, under way by forging a telematics standardization forum. This telematics standardization forum has presented two forum standardizations related to telematics terminal software architecture and traffic information offering to the Telecommunication Technology Association (TTA). In addition, KOTBA has launched its Telematics effect measurement model project to measure performance of many funds and efforts projected to activate telematics industry. This model project is scheduled to be harnessed for the sake of domestic telematics service industry activation as well as boosting the number of users. All businesses' ultimate goal can be summarized as offering convenience for the nation through advancement of the telematics industry as well as stabilization. To this end, the government and industrial circles should concentrate their efforts on this together and coordinated national efforts are urgently needed.
