SEOUL, KOREA - The government will spend a total of 3.85 trillion won as part of support for small business owners. This is 15.5 percent higher than last year's. On January 3, the Small and Medium Business Administration and the Small & Medium Business Corp. announced a 2013 plan for small business policy loans. The administration had requested for 4,278 billion won but the actual budget was cut by 428 billion won.
Of the budget, 1.55 trillion won, or 40 percent, will be set aside to support small companies in technology development with high job creation effects.
In addition, the agencies will introduce a scheme to lower interest rates charged to small entrepreneurs with a 500-billion-won budget. Once a bank lends money at a certain interest rate, the government agencies will pay for part of the interest payment so that the effective rate could be lowered for those small companies with innovative technologies or contributing to job creation.

올해 中企 정책자금 15.5% 증가
정부가 올해 중소기업계에 총 3조8500억원의 정책자금을 푼다. 이는 지난해보다 15.5% 증가한 규모다.
중소기업청(청장 송종호)과 중소기업진흥공단(이사장 박철규)은 이 같은 내용의 ‘2013년 중소기업 정책자금 운용계획’을 3일 발표했다. 당초 중기청 등은 4조2780억원의 정책자금을 신청했으나 4280억원이 줄어 배정됐다.
중기청은 올해 정책자금을 창업기업 등 일자리 창출 우수 기업 위주로 운용할 예정이라고 설명했다. 일자리 창출 효과는 크지만 민간에서 자금 조달이 어려운 창업·기술개발 기업에 전체 정책자금의 40.3%인 1조5500억원을 지원하기로 했다. 일자리 창출 효과를 높이기 위해 정책자금 지원 기업이 한 명을 고용할 때마다 금리를 0.1%포인트씩 최대 1.0%포인트 인하하기로 했다.
민간 재원을 활용하는 5000억원 규모의 이차보전 지원제도도 새로 도입했다. 시중은행이 자체 재원으로 대출하면 정부가 대출금리와 정책금리 간 차이를 보전, 중소기업의 금리 부담을 낮춰주는 방식이다. 특히 혁신형 기업 및 일자리 창출 우수 기업에는 이차보전 금리를 1.0%포인트 추가 감면하는 특혜를 제공한다.
