SK Group Chairman Makes Presentation on Social Enterprise

SEOUL, KOREA - "In order to nurture social enterprises, we need to create an environment in which the general public could make small investments. To that end, there is a need for encouraging 'impact investment.'"
SK Group chairman Chey Tae-won said this on January 25 in the World Economic Forum to be held for five days from January 25 to 29 at Davos, a mountain resort in Switzerland's Graubunden. In a session presided over by Gillian Tett, a journalist with the Financial Times, Mr. Chey said, "Impact investment is an investment made into companies, organizations, and funds with the intention of generating measurable social and environmental impact."
 
"Although we need success cases achieved by large social enterprises, it is more important to create social conditions under which ordinary people could invest small sums," he said.
 
He also proposed an idea of "social progress credits" that can be given out to social enterprises and investors as compensation proportional to their social contributions and exchanged like carbon credits.
 
Earlier on the 24th, he had said in "Korea Night" on the eve of the opening day, "As one of the few in our society who have enjoyed so many privileges, I have long thought about giving back. As one of the ways to do so, I came up with the idea of social enterprise, which I believe can be an innovative solution to our society's ills."

“사회적 기업을 키우려면 대중이 소액으로 투자할 수 있는 여건을 만들어야 한다. 이를 위해서는 ‘임팩트 투자’를 활성화할 필요가 있다.”

최태원 SK(주) 회장이 25일(현지 시간) 다보스포럼에서 사회적 기업 활성화를 위한 SK그룹의 전략을 소개했다. 질리안 테트 파이낸셜타임스 미국 편집장의 사회로 진행된 세션에서 최 회장은 “임팩트 투자는 다양한 사회문제 해결을 위해 사회와 환경 등에 긍정적인 영향을 미치는 사업이나 기업을 찾아 장기적으로 투자하는 일종의 ‘착한 투자’ 개념”이라고 설명했다. 

최 회장은 “큰 규모의 사회적 기업 성공 사례도 필요하지만 소액이라도 여러 대중이 중소 규모의 사회적 기업에 투자할 수 있는 환경조성이 더 중요하다”고 강조했다. 이어 최 회장은 “사회적 기업과 투자자 모두에게 혜택이 돌아가는 자본시장을 만들고, 대중들의 임팩트 투자를 촉진하는 시스템을 구축하면 사회적 기업의 기반이 탄탄해 질 것”이라고 말했다.

이를 위해 최 회장은 ‘사회적 가치 보상권’을 제시했다. 사회적 기업 성장에 기여한 대가로 사회적 기업에는 재정적 인센티브를, 투자자에게는 세제감면과 금융지원 등 재무적 혜택을 각각 준 뒤 이를 탄소배출권처럼 거래할 수 있도록 하자는 것이다. 최 회장은 “사회적 기업의 주식을 거래할 수 있는 ‘사회적 주식시장’까지 만들면 안정적으로 자본을 유치할 수 있는 선순환 구조가 형성될 것”이라고 덧붙였다.
