SEOUL, KOREA - The announcement to select preferred negotiating partners for Thailand's water resources management project worth US$11 billion has been delayed, causing suspicions of irregularity. Korea Water Resources Corp. (K-Water) had formed a consortium to participate in the bidding based on its capability in the Four Rivers Project at home.
According to the Bangkok Post on January 30, the Thai government has postponed announcing the shortlist to select the finalists to the water project bidding. The news report also said that Plodprasob Surassawadee, the head of Thailand's Water and Flood Management Committee, denied any wrongdoing related to the selection process.
Nonetheless, some involved in the deal said the delay in announcing the shortlist has to do with giving a break to a Chinese bidder. The announcement on the finalists will be made on February 7.
Earlier, the Thai government had offered more than $10 billion worth of projects to private firms in return for proposals on sustainable water management or flood prevention systems after suffering a historic flood in 2011. To date, as many as eight companies from Korea, Japan, China, as well as Thailand have tendered a total of 10 different projects. The K-Water consortium has applied for all 10 projects.

12조원 태국 물관리사업자 선정 연기…왜
12조원에 달하는 태국 종합물관리사업의 3배수 우선협상 대상자 선정 발표가 늦춰져 그 배경에 관심이 모아지고 있다. 한국수자원공사 컨소시엄은 ‘4대강 살리기 사업’의 노하우를 활용해 태국 물관리사업 수주전에 뛰어든 상태다.
현지 언론인 방콕포스트는 태국 정부가 물관리사업의 3배수 후보업체를 선정하는 ‘쇼트리스트(적격예비후보)’ 발표를 연기했다고 30일 보도했다. 이와 함께 물홍수관리위원회(WFMC) 위원장을 맡고 있는 프롯프라솝 수라사왓 부총리가 후보업체 선정에 개입하고 있다는 의혹을 스스로 부인했다고 덧붙였다.
하지만 일각에서는 쇼트리스트 발표 연기가 중국 업체를 봐주기 위한 것이라는 의혹이 제기되고 있다. WFMC는 발표 연기에 대해 “입찰에 참여하고 있는 업체들의 사업면허 관련 사항을 검증하기 위한 것”이라고 해명했다. 쇼트리스트 선정 결과는 다음달 5일 태국 국무회의에서 검토한 뒤 7일께 발표될 예정이다.
국토해양부는 이날 태국 물관리사업 쇼트리스트 발표 연기와 관련해 미리 통보를 받았다고 밝혔다. 박민우 국토부 건설정책국장은 “며칠 전 쇼트리스트 발표 일정이 늦어질 것이라는 연락이 왔다”며 “내각 보고 일정 때문에 발표가 연기된 것으로 안다”고 말했다. 중국 업체 봐주기 의혹에 대해서는 “최종 낙찰자 선정이면 그런 논란이 일 수 있지만 3배수 후보업체 선정이기 때문에 그것과는 상관없을 것”이라고 설명했다.
태국은 2011년 50년 만의 대홍수를 겪고 근본적인 홍수 방지 체계를 세우기 위해 대규모의 종합 치수 사업 국제 입찰을 진행 중이다. 사전 자격 심사 및 종합계획제안서 심사를 통과한 한국 중국 일본 태국 등 8개 업체를 대상으로 10개 사업에 대해 개별적으로 3배수 우선협상 대상자를 선정한다. 수자원공사 컨소시엄은 10개 사업에 모두 제안서를 제출했다.
