Threat to Punish Unfair Pricing for SuperSpeed Internet Service Gang Daeyoung, senior official of the Ministry of Information and Communication, said on June 29, "If the SO (system operator), which is to provide SuperSpeed Internet services, sells their SuperSpeed Internet services at an unfairly low price, they will be brought under sanctions." He went on to say, "Government will call on the system operators to keep independent accounting records of Internet business from other businesses, prepare the protection measures for users, not to sell their services at an unfairly low price, and to report their combined service product in advance, and let all these items be included in their articles." -- New Technology Full HD TV to Account for More than Half of Larger-Sized TVs by 2010 Kim Kwang-Ju, vice president at Displaybank (CEO Peter Kwon), is scheduled to deliver a presentation on the future full HD TV market forecasts at the KDC 2006 conference this week. According to the data, full HD TVs (resolution: 1920x1080P) are likely to emerge as the mainstay in the largeformat TV market, with the share up from 3.9% (0.5 million units) of overall 40-inch and larger LCD and PDP TVs (12.8 million units) this year to 11.8% by 2007 and 58% by 2010. This upward trend in full HD share is attributed to setup of full HD environment as evidenced by introductions of a wide range of contents based on full HD, such as Bluray DVD, HD-DVD, PS3 and XBOX360, as well as the TV broadcasting content. At the same time, the trend also reflects LCD and PDP panel manufacturers' mass production plan of full HD panels. Sharp's 65-inch LCD TV, Pioneer's 58-inch and 50-inch PDP TVs have already hit the market in full HD format, while Panasonic and LG Electronics are allegedly planning to release 58-inch and 50-inch full HD TVs, respectively, in October this year. Panel makers are pursuing strategies to migrate to the full HD segment in the 50-inch and larger LCD market. In an aspect of manufacturing costs, the price gap between HD and full HD LCDs is not very significant, while that between HD and full HD PDPs remains relatively severe. For this reason, they explain that PDPs are at a disadvantage due to restrictive response to the full HD TV market. Notably, as the difference in full HD panel manufacturing costs between the two technologies can remain wider in the 40-inch range, LCD companies are quickly trying to move towards full HD in the 40-inch segment, while PDP manufacturers are delaying introduction of full HD to the 40-inch category or some have raised the possibility that they could not launch the models although development is available. The full HD TV is a big trend leading the future large-format TV market, and stable supply of full HD panels and wide use of various contents are the first conditions to stir up demand in full swing. This is also accompanied by significant expansions in the business sector of related component and material makers and content providers. -- Technology 3D Homepage Has Been Developed by KAIST A three dimensional (3D) homepage has been developed by the Korea Advanced Institute of Science & Technology (KAIST) utilizing a software robot. Prof. Kim Jong-hwan, Department of Electrical Engineering & Computer Sciences, KAIST said that the intelligent robot research center has developed a 3D homepage in which an interaction with users is possible by utilizing a software robot. The robot, 'Rity', developed by Prof. Kim in concert with DMD (www.dmdworld. com) is a robot in which ubiquitous connection is possible anytime and anywhere and further autonomous circumstance awareness and an interaction with users are possible. Kim said that Rity can express inherent character by means of internal states such as sensibility and a motive etc. and autonomous action also is possible. Moreover, Rity can do diverse action as well as express feelings according to an order inputted through keyboard and movement also is possible through a network. This 3D homepage developed jointly with DMD forges a virtual life space by using the Web and shows in this space a human being's daily life as well as information through Software Robot. It is the first time as an example which was applied to homepage construction for information sharing as well as community formation, most similar to a human being's actual daily life in cyber space, Kim noted, adding that this shows a possibility that Software Robot can be applied to actual daily life. WLICC has first been organized in Tokyo, Japan in 2001, on the theme of greenhouse gas reduction. -- Market Samsung Launches into Indian Mobile Phone Market on a Full-Scale Basis Samsung has recently started to sell in the Indian market five kinds of mobile phones - SGH X200, C200, C210, C230, and N710. Among them, the SGH X200 is being sold at 4,400 rupees (about US$100), and C200 series are being sold at about 3,000 rupees. One official of Samsung Electronics said, "The low price level of US$ 30-40 is the mainstream in the mobile phone market of India, but we will prevail in the Indian market by producing premium mobile phones." Recently, Samsung has planned to foster its Indian factory, which has entered into operation last March, as a fourth global production base, following Korea, China, and Brazil. The size of the Indian mobile phone market is expected to grow rapidly from 27 million mobile phones in 2005 to 40 million. The weight of GSM and CDMA is recording 84% and 16% respectively. Among the global companies that have launched into the Indian market, Nokia is holding first place, while three other companies - Samsung Electronics, LG Electronics, and Motorola - are contending for second place. -- EU Exempts PDP from RoHS On June 26, the TAC (Technical Adaptation Committee) of the EU Committee held a meeting in Brussels, Belgium, and decided that the PDF panel should be exempted from RoHS (Restriction of Hazardous Substances), which is scheduled to apply as of July 1, 2006. This means that it will no longer impose restrictions on exporting PDP panels to the European market. However, the EU Committee has not completely excluded the application of RoHS to PDP panels, but postponed its application until 2010, when it will review this matter again. Therefore, the development of an environment-friendly new material and its application still remains as a task facing the PDP panel makers. This is still good news to the PDP makers of both Korea and Japan - Samsung SDI, LG Electronics, Matsushita, etc. It is because the uncertainty and obstacle to the export of PDP panels to the European market has been removed. Earlier on, concerning the application of RoHS to the PDP panel, PDP makers have insisted that it is impossible to replace the lead oxide included in the PDP with another material, strongly claiming the necessity of exemption. -- Information Security ID Theft Includes Resident Registration Number of President On June 27, in the meeting of the Science, Technology, Information & Telecommunication Committee of the National Assembly, assembly member Ryu Geun-Chan revealed that even the resident registration numbers of President Roh and Prime Minister Han are illegally being used on the Internet site Google, and also that the well-known online sites including Lineage and chatting sites are misusing those ID numbers of many celebrities. He went on to say, "The ID numbers of President and Prime Minister are illegally being spread in the Internet, and last February, about 1.22 million persons' names have been found to be misused in the Lineage game in China. Therefore, considering these facts, there is much possibility that other kinds of ID theft are widespread." In this regard, the Ministry of Information and Communication (MIC) said that it had urged Google not to expose ID numbers randomly over the Internet, and had taken measures for Internet access companies not to violate related regulations, giving correction orders, and imposing penalties on the violation. MIC minister Rho Jun-Hyong has added, "Due to the possibility of misusing ID numbers, MIC has, for the time being, investigated about 38,000 sites to search out the misleading exposure of personal information, and have made 14,000 cases corrected, but it has not been easy to completely get rid of them." -- Technology Samsung Succeeds in Developing 2 Gb One NAND Following the development of the 1 Gb One NAND flash chip, it has succeeded in developing 60 nm 2 Gb One NAND, Samsung announced on June 27. Thanks to the remarkable capacity expansion of One NAND that is widely being used as a storage memory of mobile devices, the company is now able to make inroads into the PC buffer memory market on a fullscale basis. One NAND is a nextgeneration fusion semiconductor combining the strong points of both NOR flash and NAND flash. NOR flash is speedy at reading, and NAND flash makes it possible to realize a large capacity. One official of Samsung said, "One NAND has been recognized for the excellence of its quality, continually spreading its application to many fields including PC, digital camera, memory card, and digital TV. In particular, it has been mounted in the eye-catching hybrid HDD, reducing the PC booting time by half, and proving itself to be the best buffer memory." ETRI to Transfer Wireless Technologies to Private Companies An official of the Ministry of Information and Communication (MIC) said in late June that ETRI (Electronics and Telecommunications Research Institute) is to finish its wireless technology-related patent classification task by next month (August), and will gradually yield its patent technologies to the small and medium mobile phone makers through a public tender. He went on to say, "ETRI plans to positively transfer its core patent technologies such as 3rd generation mobile communication, CDMA, and network to the private companies, but is not reviewing the transfer of its overseas patent application rights." At present, the number of GSM phones makers totals 40, exporting 7 million units worth of US$ 12 billion. They have been insisting the rights to use the next generation wireless technologies owned by ETRI. One official of a GSM phone maker said, "If the government plan comes into effect, the royalty burden imposed on the many small and medium makers will be lightened, also enabling cross licenses agreement to be made. Meanwhile, the global companies holding GSM standard patent holders such as Siemens, Ericsson, and Motorola are claiming a royalty of 1.5-2% of the sale price to the domestic phone makers. -- ETRI Takes the Lead in Developing Internet Devices Recently, ETRI has succeeded in developing a "Gateway" that connects IPv4 (Internet Protocol version 4) and Ipv6 in the next-generation Internet environment, an "Edge Router" of high quality that is badly needed for BcN (Broadband convergence Network), and a "Streaming System" that provides a HDTV-level high quality image. Of particular note, these next-generation Internet devices have obtained a quality certificate or passed through the interoperability test from the well-known international device test organizations such as International IPv6 Forum and ETSI (European Telecommunications Standard Institute), thus raising the recognition level of domestic Internet devices, and contributing to the export increase. IPv4/IPv6 connection Gateway (model name: 6 TALK) converts the current IPv4- based data, so that they are to be used in the IPv6 environment. It is mounted with diverse connection mechanisms including NAT-PT, DSTM, 6TO4, and ISATAP. Edge Router (model name QSS20) is a BCN platform, which has combined a high QoS (Quality of Service) and nextgeneration IPv6. This device provides diverse services for VoIP (Voice of Internet Protocol), VOD (Video-On- Demand), and Internet TV. -- Mobile KT Expands IPTV System KT plans to invest 50 billion won in expanding IPTV (Internet Protocol Television) system in the second half of this year, so that the system may be ready for commercial service. To this end, KT has already sent RFP (Request for Proposal) to the device and solution providers. KT's IPTV system expansion plan covers not only hardware devices such as backbone network, media platform, VOD system, but also applications such as data portal and Tlearning system. When this system expansion for commercial service is completed, KT plans to conduct a model service in the second half. Among this expansion plan, the VOD system is scheduled to be completed by the end of this October. VOD system devices are to be established in the KT branches in eight locations in Seoul and one place in Gyeonggi province. SI providers are to be invited in the open bids. As the company is preparing for commercial service, massive devices are to be needed. Accordingly, competition among bid participants is expected to be severe. Meanwhile, IPTV service is available at the VDSL-level network or higher, and KT is currently holding 25% of the network of VDSL-level or higher. This VDSL-level network is mainly installed in Seoul or the Seoul Metropolitan area. Hence, the model service in the second half of this year is expected to be conducted in Seoul and Bundang city in Gyeonggi province. Dominates DMB Phone Market Samsung Electronics announced on June 27 that it has sold 584,000 units of DMB phones of in the domestic market with a market share of 73% in the first half of this year. According to the market share by product, the satellite DMB phone comprises 78% (sale of 330,000 units), and the terrestrial DMB phones are 67% (sale of 250,000 units). In particular, in case of the terrestrial DMB phone (SCH-B410, SPHB4100, and SHP-B4150), which was launched in May, 50,000 units have been sold in a month, gaining explosive popularity in the domestic market. The kinds of DMB phone launched into the market by Samsung reach a total of 11 - with six models in satellite DMB, and five models in terrestrial DMB. Manpower Samsung Electronics' Ph.D.s in Workforce Reaches Almost 3,000 According to Samsung Electronics, at present its Ph.D. level manpower amounts to 2,860. During the past five years, the doctor level manpower of Samsung has increased by 200 or 400 every year, therefore, the total number of Ph.D. level manpower of the company is expected to reach 3,000 by the end of this year. In 1995, its doctor-level manpower was only 490, but since then, every year the higher-level manpower continues to increase, thus reaching 1,022, and 2,500 at the end of June 2005. He can be of invaluable use in areas where he has special skills and important contacts such as public relations, government connections, customer contacts and labor relations. These are areas where the expatriate executive might lack skills, especially due to language and communication obstacles. The Korean partner director can perform a strategic role with these contacts and can be a beneficial adjunct to the foreign counterpart and enhance the whole joint operation. An alternative strategy is to take advantage of the vertical structure of Korea's Confucian society that places great importance on position and status. Therefore, some conflicts can be avoided by appointing the Korean representative to the highest possible position in the company, such as chairman. In a Korean organization, a person on top of the hierarchy is not supposed to be involved in the mundane, down-toearth details.
