SEOUL, KOREA – The Korean government will introduce a software process (SP) certification system in a bid to upgrade the quality of domestically developed defense software. The government will also financially assist defense software developers in obtaining SP certification and those who have earned SP certification will be given extra points when they bid for defense contracts.
On Tuesday, Defense Acquisition Program Administration (DAPA) held a presentation meeting to explain support programs for the “defense sector software process certification” project.
The provision of financial support to those trying to attain the SP certification will begin this year. Ten defense software developers will be selected and a maximum of KRW 100 million will be provided in financial assistance. The financial assistance will cover consulting services and the adoption of tools designed to help software developers win the SP certification.
An incentive system will be put in place to give extra points (2 points) to those who have the SP certification under their belt when they bid for a defense contract.
As official from DAPA said, “The software quality enhancement project will greatly improve the quality of domestically developed defense software since strict control and supervision are guaranteed from the very beginning of software development.”

방사청, 국산 국방SW 품질향상 지원 나선다
정부가 국산 국방 소프트웨어(SW)의 품질 강화를 위한 SW프로세스(SP) 품질인증 제도를 본격 도입한다. 국방SW 기업 대상으로 SP인증 획득 비용을 지원하고 획득한 기업에 방위사업 참여 시 혜택도 준다.
방위사업청은 26일 서울 누리꿈스퀘어에서 무기체계 SW 품질향상을 위한 `국방 분야 SW 프로세스 품질인증 지원사업 설명회`를 열어 이같이 밝혔다. 무기체계 SW 연구개발사업자 선정 제안서 평가에 SP 등 SW 프로세스 품질인증 제도를 도입한다.
SP인증 획득 지원은 올해 처음 시행된다. 10개 국방SW 기업을 선정해 1억원 한도에서 지원한다. 지원 범위는 SP인증 획득을 위한 컨설팅과 툴 도입이다. 지원 희망기업은 정보통신산업진흥원에 신청하면 된다. 방사청은 신청 기업 중 방위산업 관련 사업 참여나 연구개발 실적을 검토, 추천한다.
SP인증을 획득한 기업 대상으로 방위사업 참여 시 인센티브 제도도 도입한다. 오는 2015년 방위사업부터 SP인증 획득기업에 약 2점의 추가점수를 부여하는 방안을 검토 중이다. 기술점수 80점 중 0.5점으로 사업자 선정을 결정하는 상황에서 2점은 상당히 큰 점수다.
이성남 방위사업청 회득기반과장은 “SW 품질향상 지원사업으로 무기체계 SW 개발업체가 개발 초기부터 양산 시까지 엄격하게 관리를 하도록 하면 무기체계 SW 품질 향상에 크게 기여할 것”이라고 말했다.
