Seoul, Korea - A method to measure the exhaust of moving cars from a distance was developed and now being used on the street.
Ministry of Environment announced on Wednesday that it started to measure the gas emissions from moving cars with the Remote Sensing Device (RSD), which uses UV and IR rays to analyze the exhausts from a distance.
The UV and IR gun shoots the rays across the road to the sensor on the other side as the cars pass by, and the sensor analyzes the contents of the exhaust. The IR ray measures CO2 and hydrocarbon and the UV ray measures the NOx and micro dust.
The current method of checking exhaust can check 60 cars per day and requires 4 persons per measuring device, but the RSD can check more than 2,500 cars per day with three persons per device.
The owner of cars found to have violated the emission standard will receive the improvement notice through a mail delivered to his/her address of vehicle registration.
Yeonjae Park, a manager at Traffic Environment Division, Ministry of Environment commented, “this new method is implemented to enhance the efficiency at the emission checkpoints, but what is more important is the drivers’ awareness on eco-friendly driving.”

환경부는 자외선과 적외선을 이용해 자동차 배출가스를 원격으로 측정할 수 있는 `배출가스 원격측정기(RSD)`를 이용한 단속을 실시한다고 3일 밝혔다.
RSD는 도로변에 설치해 운행차량이 측정지점을 통과하면 맞은편에서 적외선과 자외선을 쏘아 이를 분석할 수 있는 장비다. 적외선은 이산화탄소와 탄화수소 등을 측정하고 자외선으로는 질소산화물과 미세먼지를 측정할 수 있다.
원격측정 결과 배출가스가 허용기준을 초과하는 차량 소유자는 주소지로 개선명령서를 통보받는다. 개선명령을 받은 차량은 개선명령일로부터 15일 이내에 정비업소에서 정비•점검과 확인검사를 받아야 한다.
현행 노상단속 방식이 1일 60대(기기 1대당 단속인원 4명)를 점검할 수 있는데 비해 원격측정은 1일 2500대 이상 점검(기기 1대당 단속인원 3명)이 가능해 40배 이상 효율적이다
환경부는 2013년 4대의 원격측정기로 수도권 지역의 휘발유와 가스 자동차를 측정해 단속하고, 올해 운영결과를 토대로 단속지역과 단속대상을 지속적으로 확대해 나갈 계획이다.
박연재 환경부 교통환경과장은 “효율적인 단속을 위해 원격측정 제도를 시행하지만 이보다 더 중요한 것은 운전자들의 친환경 운전 습관”이라며 “국민 건강보호와 수도권 대기질 개선에 협조를 부탁한다”고 말했다.
