Seoul, Korea - Korea Land & Housing Corporation (LH) has scrapped the KRW 10 billion worth next generation system of which operation was suspended by LH last year and is to start drawing the blueprint from the clean slate. The Corporation is also reviewing ways to go after Tongyang Networks who implemented the next generation system, for the delay penalty.
LH announced on Monday that it is establishing a strategy for implementation of new next generation information system without reusing the failed next generation system. A four-month consulting project to establish the strategy is to start in June, and the Corporation aims at placing the system implementation order within this year.
LH plans to set the direction of implementation anew and prepare a master implementation plan through the consulting. The target model and improvements are also to be defined anew, and the requirement analysis to be contained in the RFP will be prepared in greater detail.
The new next generation system of LH will have the same scope as its previous project, including construction project management system and intranet portal for back office functions, such as finance and HR. The project methodology and completion is to be determined by the consulting, and the size of project is expected to be the same as previous project, KRW 10 billion.
The Corporation is also preparing ways to strengthen its project management, as it became more likely for a small-to-mid sized system integrator to be selected as the main contractor, with the effectuation of revised Software Industry Promotion Act.
An LH person commented, “the new next generation information system will have a totally new strategy and direction, and we have not yet decided how we will demand indemnification to Tongyang Networks.”
LH공사, 가동 중단한 100억 차세대시스템 폐기
한국토지주택(LH)공사가 지난해 말 가동을 보류한 100억원 규모 차세대시스템을 폐기하고 백지 상태에서 차세대 전략을 새로 수립한다. 앞서 차세대시스템을 구축한 동양네트웍스에 지체보상금을 요구하는 방안을 검토한다.
LH공사는 실패한 차세대시스템의 재활용 없이 새로운 차세대 정보시스템 구축을 위한 전략을 수립한다고 8일 밝혔다. 전략 수립을 위한 컨설팅 사업은 6월 착수해 4개월 동안 진행한다. 연내 시스템 구축을 위한 본 사업 발주를 목표로 추진한다.
LH공사는 컨설팅으로 차세대 정보시스템 구축 추진방안과 마스터플랜을 마련한다. 목표 모델과 개선과제도 새롭게 도출한다. 성공적인 차세대시스템 구축을 위해 본 사업 제안요청서(RFP)에 담을 요구분석 상세화도 진행한다.
LH공사 차세대시스템은 앞서 진행한 프로젝트와 동일하게 건설사업관리시스템을 비롯해 재무•인사•포털 등 지원시스템을 구축한다. 프로젝트 진행 방법과 완료시점은 컨설팅 결과에 따라 결정한다. 사업규모는 앞서 진행한 것과 동일한 100억원 규모가 될 전망이다.
중소기업의 사업 수행에 따른 프로젝트 관리체계 강화방안도 마련한다. 개정 소프트웨어(SW)산업진흥법 시행으로 중소기업이 사업자로 선정될 가능성이 높기 때문이다. 앞서 진행한 동일 규모의 차세대시스템 구축 사업은 동양네트웍스와 현대C&I가 참여했다.
LH공사는 앞서 진행한 차세대시스템 구축 결과물의 정리도 마무리한다. 일부 하드웨어(HW) 자원은 현재 운용중인 시스템과 다른 정보시스템에 활용하기 위해 인수했다. 그러나 애플리케이션 등 상당 부분은 폐기한다. LH공사는 전체 사업금액의 15%에 해당하는 계약보증금을 환수 받고, 추가 손해배상 청구 여부를 검토하고 있다.
LH공사 관계자는 “다시 추진하는 차세대 정보시스템 구축은 완전히 새로운 전략과 방향으로 밑그림부터 다시 마련해 추진한다”며 “동양네트웍스에 대해 손해배상 요구 방침은 아직 결정되지 않았다”고 말했다.
