SEOUL, KOREA – With all the three Korean telecom operators (SKT, KT and LG U+) factored in, Korea’s overall replacement demand for smartphones nears 20 million units. Though 67% of the total mobile phone users are smartphone holders, South Korean smartphone users change their phones the most frequently in the world - every 18 months. It means there is a plethora of high-tech, second-hand smartphones out there.
However, the Korean government has yet to seriously contemplate ways to utilize second-hand smart phones for other industries. This is true of larges companies and R&D centers. This is because the second-hand smartphone recycling industry’s growth potential has been much underestimated.
Meanwhile, emerging economics like China and Southeast Asian nations are busy recycling second-hand smartphones. Recently, Korea’s second-hand smartphones have been briskly shiped to overseas nations, especially to emerging economies. Online shopping malls trading in Korea‘s second-hand smartphones are booming. Chinese companies slightly touch up Korea‘s second-hand smartphones and resell them to nations like Vietnam. Smartphone-tuned-game devices, developed by some Chinese companies, have been well received in the market.
Almost 10 million smartphone phones go deactivated annually in Korea, but less than 20% of them are retrieved by SKT, KT and LG U+. Experts point out there is an urgent need for building infrastructure for conducting studies on how to make use of second-hand smartphones.

세계 스마트폰 1위 한국, 이것이 부족하다
올해 우리나라 스마트폰 교체 수요는 이동통신 3사를 합쳐 2000만대에 육박한다. 전체 휴대폰 사용자 가운데 스마트폰 보유자가 67%에 달하지만, 교체 주기는 세계에서 가장 짧은 18개월에 불과하다. 쓸 만한 구형 스마트폰이 얼마나 많은지 짐작할 수 있는 대목이다.
그러나 국가적으로 구형 스마트폰을 다른 산업에 활용하려는 고민은 부족하다. 산업계에서도 대기업뿐 아니라 국책 연구기관조차 구형 스마트폰을 활용한 연구 개발에 관심이 적다. 스마트폰 재활용 산업의 무궁무진한 성장 가능성을 과소평가한 탓이다. 차세대 제품 개발보다 주목받지 못하는 것도 스마트폰 재활용 연구를 기피하는 이유다.
오히려 중국•동남아 등 신흥 국가에서 구형 스마트폰 재활용에 더 적극적이다. 최근 신흥 국가를 중심으로 한국산 구형 스마트폰이 빠른 속도로 보급되고 있다. 해외에선 한국산 구형 스마트폰을 주로 거래하는 온라인 사이트도 성업 중이다. 중국 기업들은 외장재 등 간단한 액세서리를 가공해 한국산 구형 스마트폰을 베트남 등지로 재판매한다. 일부 중국 기업은 구형 스마트폰으로 게임기를 만들어 시장에서 좋은 반응을 얻고 있다.
업계 한 전문가는 “우리나라는 스마트폰 제조 최강국이어서 의지만 있다면 재활용 산업도 얼마든지 선점할 수 있다”며 “스마트폰 기획 단계부터 재활용까지 염두에 둔 현명한 연구개발(R&D) 전략이 필요하다”고 말했다.
우리나라는 중고 스마트폰 산업을 육성하기에 가장 유리한 조건을 갖추고 있다. 그러나 구형 스마트폰 회수조차 제대로 못하는 실정이다. 연간 시장에서 은퇴하는 스마트폰은 1000만대에 육박하는데, SK텔레콤•KT•LG유플러스 이동통신 3사가 회수하는 물량은 20%에도 못 미친다. 구형 스마트폰 중 상당수가 집에 보관되거나 해외로 불법 반출되기 때문이다. 사회적으로 엄청난 낭비다.
전문가들은 기업들 구형 스마트폰을 활용해 연구개발할 수 있는 인프라 조성이 시급하다고 지적한다. 기업이 구형 스마트폰으로 뭔가를 개발하려고 해도 유통시장이 음성화돼 있어 조달조차 어려운 실정이다. 업계에 따르면 연간 500만대가량의 중고 스마트폰이 중국•베트남 등 해외로 불법 반출된다. 이 중 대부분은 도난품이어서 개인정보조차 삭제되지 않은 상태다. 2차 범죄까지 우려되는 상황이다.
로봇 업체 한 사장은 “구형 스마트폰 시장을 `뜨거운 감자`가 아닌 새로운 성장 산업 측면에서 바라봐야 한다”며 “구형 스마트폰을 쉽게 사고팔고, 재가공해 수출할 수 있도록 정부가 규제를 재정비해야 한다”고 말했다.
