Seoul, Korea - International Supercomputing Conference 2013 was held in Leipzig, Germany on the 17th. The Conference announced the global ranks of supercomputers, and ‘Haeon’ and ‘Haedam,’ the supercomputers at Korea Meteorological Agency (KMA) took the 91st and 92nd places, respectively.
Tachyon 2 by KISTI of Korea had gone as high as the 14th place in the same ranking in 2009. In 2011, KMA acquired Haeon and Haedam, the super computers with greater performances than Tachyon 2, but they were ranked lower than Tachyon, in the 20th. Since then, no more investment was made in supercomputers, and Korea’s rank plummeted to 55th and to 91st in 2012 and 2013, respectively.
The problem is not the drop in rank, but the lack of supercomputer infrastructure in Korea. The government recognized the importance of supercomputers too late and introduced a piece of legislation aimed at promoting the supercomputers in 2011 and prepared a basic plan late last year. However, the industry sees that the government still lacks the motivation in preparing detailed plans and securing the fund.
Meanwhile, Tienhe 2 by China topped the list, pushing Titan of the U.S. to the 2nd place. Since China took the top place with Tienhe 1A in 2010, it was the second time China appeared on top of the list. Sequoia of the U.S. and K Computer of Japan took the 3rd and 4th places, respectively. The U.S., China and Japan are raising their investments in supercomputers, and the global supercomputer market is expected to be dominated by the three nations for the time being.

한국이 슈퍼컴퓨터 변방으로 밀려났다. 2009년 세계 14위까지 올랐던 우리나라 슈퍼컴퓨터 순위는 91위로 떨어졌다. `과학기술로 창조경제를 실현한다`는 정부 구호가 무색해지는 대목이다. 중국은 3년 만에 1위를 탈환했다.
17일 독일 라이프치히에서 `세계 슈퍼컴퓨팅 콘퍼런스(ISC) 2013`이 열렸다. 이 자리에서 발표된 세계 슈퍼컴퓨터 순위에서 우리나라 기상청이 보유한 `해온`과 `해담`은 91, 92위를 차지했다.
우리나라 슈퍼컴퓨터 최고 순위는 2009년 KISTI 타키온2가 기록한 14위다. 2011년 기상청이 더 성능이 뛰어난 해온과 해담을 도입하면서 20위권에 턱걸이했지만 더 이상 투자가 사라진 2012년과 2013년에는 55위와 91위로 날개 없는 추락을 거듭했다.
문제는 단순한 순위 하락이 아니라 우리나라의 전반적인 슈퍼컴퓨터 저변 부족에 있다. 슈퍼컴퓨터는 과학 분야뿐 아니라 국방•의료•항공•에너지를 비롯한 폭넓은 산업에서 쓰인다. 한 나라의 과학기술 수준을 가늠하는 척도라고 해도 과언이 아니다. 단순한 자존심 차원이 아니라는 얘기다.
정부에서도 뒤늦게 슈퍼컴퓨터 중요성을 깨닫고 2011년 슈퍼컴 육성법을 발효, 지난해 말 기본계획을 수립했다. 하지만 구체적 사업 계획과 예산이 포함되는 시행계획 수립에는 정부의 의지가 부족하다는 게 관련 업계의 주장이다. 정권 교체 시기가 맞물리면서 사업 추진에도 어려움을 겪었다.
오재호 한국슈퍼컴퓨팅협의회장은 “재작년 슈퍼컴퓨터 육성법이 통과됐지만 구체적인 시행령이나 로드맵 등은 아직 명확하지가 않다”며 “연구계와 산업계에서 슈퍼컴퓨터라는 산업 고속도로를 이용할 수 있는 명확한 시행령이 시급히 마련돼야 한다”고 말했다.
한편 중국 톈허2가 미국 타이탄을 제치고 1위에 올랐다. 중국은 2010년 톈허-1A가 1위를 차지한 데 이어 선두를 탈환했다. 3위는 미국의 세콰이어, 4위는 일본 케이가 차지했다. 미•중•일 모두 경쟁적으로 투자를 늘리고 있어 당분간 세계 슈퍼컴퓨터 시장은 세 나라가 좌우할 전망이다.
