Seoul, Korea - The level of technological capacity needed for the implementation of Advanced Metering Infrastructure (AMI) for Korea's Smart Grid is found to have been significantly improved. Accordingly, the National AMI project that had been postponed so far is likely to be resumed in August, after three years of suspension.
KEPCO had been conducting a field test on remote metering subjecting 950 households in Seoul for the recent six months and announced on the 7th that the average rate of successful metering was 97.5%. Based on the successful results, KEPCO is planning to start processes to issue the final project announcement in August, including the Power Line Communication (PLC) scorecard certification and security certification by National Intelligence Service.
In the mutual operability test conducted by KEPCO, 3 AMI modems with PLC chips by two manufacturers which passed an international standard (ISO/IEC12139-1) and 6 Data Collection Units (DCU) were cross-linked to collect data on power usage in every 15 minutes.
Youngsan Ahn, the head of PLC Team at KEPCO commented, ""KEPCO has determined that there is no problem in mutual operability in between the AMI devices and will the RFP for the AMI implementation project for 2 million households will be announced in August."" ""Most of the meters will come with the PLC chips, but various wireless communication methods will also be used in for the shadow areas, to make sure the AMI will be effective,"" added Ahn.
한전, 스마트그리드 AMI 구축사업 `준비 완료`
우리나라 스마트그리드 원격검침인프라(AMI) 구축에 필요한 기술 수준이 크게 개선된 것으로 나타났다. 이에 따라 그 동안 미뤄졌던 AMI 국가사업도 3년 만인 오는 8월 재개될 전망이다.
한국전력은 최근 6월 한달 간 남서울본부(490가구)와 서울지역본부(460가구) 950가구를 대상으로 한 필드테스트에서 전력사용 검침성공률이 각각 98.5%, 96.5%로 나타났다고 7일 밝혔다. 이에 한전은 전력선통신(PLC) 공인성적서 획득 작업과 국정원 보안성 점검 등을 거쳐 다음 달 최종 사업 공고를 내놓을 방침이다. PLC 상호운용성 미흡으로 국가사업이 중단된 후 3년 만에 사업이 재개된 셈이다.
한전이 실시한 상호운용성 테스트는 국제표준(ISO/IEC12139-1) 규격을 통과한 두 개 제조사의 전력선통신(PLC)칩을 탑재한 AMI용 모뎀 3개와 데이터집합장치(DCU) 6개를 교차 연결해 15분 단위로 전기 사용량 등 데이터를 수집하는 방식으로 진행됐다.
안영산 한전 PLC팀장(처장)은 “한전은 AMI 장비 간 상호운용성 문제가 없다고 판단돼 8월에 200만호 AMI 구축 사업 공고를 낼 것”이라며 “AMI 구축에 차질이 없도록 PLC칩 위주로 일부 음영지역에는 다양한 무선통신방식을 채택해 완성도를 높이겠다”고 말했다.
한전은 2020년까지 1조7000억원을 투입해 전국 모든 수용가(2194만 가구)에 AMI 구축을 완료한다는 계획이다.
