Kim Dong-soo was appointed as the new Vice Minister of Information and Communication on August 31, 2007.

Vice Minister Kim has served in the MIC since 1979 and has contributed a lot to national IT development. Some of his accomplishments include his support for KT's privatization, cellular mobile telephones, and WiBro introduction.

He is an early adopter who actively participated in projects to bring new services, enact the Information Location Protect Law, and improve cell phone subsidies. He also led the 10,000,000 people's information education initiative, special discount policy for elementary, middle, and high school internet access, and promoted 11 electric government businesses. His efforts so far have contributed to Korea's strength in the IT industry.

His personality is known as well-rounded and rational. He is very consistent with what he does and has a challenging spirit. Last 2004, he was even recognized for being the best chairman in the MIC building. There are great expectations about his new leading role in the MIC.
