It is about that time in Korea -- six months before the president's end of term and ministers quit. Then, would these follow-up ministers serve over the next President's election The answer is no. What is it that motivates these ministers to hand the position over for such a small four month term

On August 7, the Blue House announced the resignation of Kim Sung-ho, Minister of Justice along with seven other Ministers. Knowing that change of the presidency and the political power will change the ministers as well, each minister gladly walks away from his title to bestow a lifelong honorable experience to a vice minister before the end of current presidency. Therefore, history tells that ministers in each department in Korea have not served longer than two years. Former Minister of Information and Communication Jin Dae-jae is probably the minister on record who has served the longest in Korea at two and a half years. The Blue House says this tradition is to encourage the official position and to restate fundamental principles.

Out of all those ministers, the restructure of the Ministry of Information and Communication was the most shocking news. Minister Kim of the Justice Department was not a surprise since he had always been a black sheep to the government by speaking his opinions straightforwardly, sometimes if that meant to stand against the presidency and the ministry. However, Minister Rho Jun-hyong who had one the first places in the President's departmental evaluation and was in President Rho's favor was rather unpredictable news. Minister Rho had developed Korean IT industry each time he visited overseas, gaining an ever more praiseworthy reputation. The Blue House spoke of its remorse and explained that it was not their will, but the system cycle of personnel selection.
