New Information and Communication System Begins in July

In accordance with the Roadmap of Communication Regulation Policy that was announced last March, dominant operators can work on bundling in which a rate-cut is included from July so an effect of a communication service rate cut is expected.

Bundling means to sell an integrated communication service, including local calls and Internet. If bundling is activated, new communication services, such as Internet phone, mobile Internet (WiBro), and video phone (HSDPA), will get more activated through combination with the existing services. And further, order-made services meeting with consumers' requirements can be supplied and accordingly, the rate will go down. From July, a system of restricted identification will be operated in order to secure Internet board users' self-responsibility. Currently, the real-name system is being enforced autonomously by some operators, but this real-name system will be changed into the restricted identification system so those who want to use the websites of national institutions, local self-governing bodies, government- invested organizations, local public corporations, local public foundations, and portal sites having over 300,000 users will be required to go through the identification process.

Identification is to check a user of an Internet website through real-name certification, credit card certification, or officially approved certification. It is expected to minimize the reverse function, such as defamation or violation of privacy on the boards of Internet websites, and further, to contribute to make sound Internet environment.

The Radio Wave Law, which was amended last year, has become effective as of the 27th day so radio station operators that meet with particular standards should measure the strength of electromagnetic waves and report it to the Minister of Information and Communication. There has been no case yet that electromagnetic waves of radio stations exceed the standards for protection of humans from electromagnetic waves, but the increase in new communication and broadcasting services has made people more interested and worried about electromagnetic waves so radio stations that are installed in residential, commercial, industrial, and managerial districts, where people live long, and that have over 30W or 60W output, are required to measure the strength of electromagnetic waves and report.

In case the electromagnetic waves of radio stations exceed the standards for protection of humans from electromagnetic waves, an installation of safety facilities and restriction in operation will be able to make residents use radio communication services more comfortably. Besides, Korea Post lowered the interest for personal check overdraft so users of personal check overdraft can have a benefit of interest reduction.

So far, the sinterest of personal check overdraft has been determined, jointly with the distribution profit ratio of CD having a 91-day maturity, but from July, average interest for personal loans announced by Bank of Korea will be applied so the interest for loans with retirement grants secured will go down to 6.30% from 6.54% and the interest for general personal check overdraft will be 0.24% down to 6.90% from 7.14%.
