Powercomm takes up more than 10 percent of the entire customer pool of the high-speed Internet market with 1.5 million subscribers. In spite of its attempt to chase after KT and Hanaro Telecom, Leo Kuvayev, known as an international spam king, is not helping the situation at all by lurking in the internet pipeline of Powercomm. In late 2005, Kuvayev was fined US$37 million by a court of Massachusetts along with six of his business partners for using a set of different Hotmail accounts to send out thousands of spam mails to the world.
Currently, the country marks the seventh place on the world's worst spamming list, having 163 spammers in total. The US tops the list with 1,930, followed by China with 467 and Russia with 241. Lastly, Japan came fifth with 167.
