Korea IT Times has been here for three years now, striving to fulfil its mission of letting the world know about Korea's competitive power in the IT industry, helping local IT companies expand abroad and attracting foreign players on the IT field to Korea. An occasional reader can hardly judge how successful the magazine has been so far, but looking at various indices, statistics and figures illustrating Korea's place in the world of IT, one can be only impressed by the overall development of the IT sector in terms of production and export volume, available infrastructure and, most of all, use of IT products by people. Paradoxically, I am afraid the high penetration of Korean society by modern technologies may not help the printed form of Korea IT Times in the future: in this innovation-driven industry, it is definitely more natural to look for information on screen, delivered by cable or wireless, rather than on paper, picked up at a newsstand or brought by a postman. This may be, I suppose, the main challenge for the magazine, how to stay interesting, informative, up-to-date and sought-after in the environment where everyone is hooked up to the Internet. I wish that Korea IT Times always find the right solution and succeed in its tasks. Congratulation to the publisher and editorial staff on the third anniversary!

There is no doubt that IT Industry in Korea has experienced a rapid growth in the past 10 years.

The IT industry has also continued to have a growing share of the GDP. In addition, the IT Industry exports have increased and the growth of export exceeded that of imports, and the trade surplus grew drastically.

Despite its small population of 48 million, South Korea has become one of the major players in the e-commerce industry with explosively increasing internet usage and the supervision of a proactive government.

While the IT Industry has its legacy firmly planted in mainframe computers and software, its future appears to be in mobility platforms, peer to peer networks, content rich broadband applications, intelligent devices and more.

For the last three years, the Korea IT Times have carried in-depth reports and on-line news briefs on various aspects. It has also kept up to date covering the most important news of the IT Industry. For those reasons and more, it has won a reputation of invaluable source of information on the IT Industry in Korea.

On the occasion of the 3rd Anniversary of the Korea IT Times on July of this year, I want to congratulate the first and only English-language journal specialized in the IT Industry and encourage you to keep promoting the Korea IT Industry in the field of Information and telecommunications.

Korea IT Times has always been interested in developments of the IT sector in other countries and has provided for a professional forum for experts from different countries to present to the readers latest developments in their respective countries about ongoing cooperation activities as well as prospects for future possibilities Korean counterparts. In this respect also my Country Finland has been able to bring up many issues of mutual interest which I hope has been of interest to the readers.

Combine Israel and Korea and what do you get A very intense passion for IT!

These two countries on the opposite sides of the globe have discovered each other and took an immediate liking to one other. The result – effective technological cooperation growing in an exponential rate.

Israel has taken the title of being number one in the world in its investment in Civilian R&D per capita as percentage of GDP. It has therefore been attracting foreign investment in a rate of 15% of their GDP, and having over 5% growth of for the past four consecutive years. Israel has managed to do that due to many reasons but if one had to summarize the main driver for its success and the creation of new technology that would be Israeli Innovative and Entrepreneurial spirit.

This has caused the leading global companies to open their R&D centers in Israel including SAMSUNG Electronics with an R&D center employing 100 engineers, LG Electronics with an office searching for technologies and more in the process. Both governments created the Korea-Israel Industrial R&D Fund (KORIL-RDF) initiated by the Korean Ministry of Commerce, Industry and Energy (MOCIE) and the Israeli Ministry of Industry Trade and Labor (MOITAL).

MOITAL has defined Republic of.Korea as a priority country for trade which resulted in efforts bringing Korea to be the place where Israel had the highest growth of export in 2006. The economic department under my management has been focusing on promoting technological cooperation in the fields of: High-Tech - mainly telecom and mobile fields, Biotechnology - both countries have put this field on their national agenda, Environmental Technologies and Water –Israel has the world's largest water desalination plant, highest wastewater recycle rate, and has been implementing Solar Energy Law since early 70's, Agriculture – Inventors of the drip irrigation system, seeds, cattle and dairy farming – largest yield of milk per cow in the world.

Technological business delegations between the countries are being sent throughout the year in these fields.

I would like to congratulate Korea IT Times on their fabulous work of being a leader in the field of new and innovative IT exposure, a field where both our countries flourish.

I am very pleased and honored to be able to congratulate the Korea IT Times and its readers on the occasion of its third anniversary. This is indeed an auspicious opportunity to wish the journal great success and prosperity in carrying out its important role aiming at promoting the Korean IT industry locally and internationally and providing Korean as well as foreign companies with genuine and up-to-date information on IT sector in Korea.

From this illustrious tribune, I also would like to call upon the Korean IT companies to take advantage of the numerous opportunities that Morocco offers in terms of expanding market as well as through the realizations it has achieved thanks largely to its policy of liberalization, privatization and transformation, carried out over nearly three decades.

Being the representative of the Kingdom to one of its most loyal and longstanding friend, I am happy to note that in the IT sector where Korea has achieved the highest degree of advancement, Morocco is a very active player in the international arena. The International Telecommunication Union's testimony is very significant in this respect. The Union has indeed recognized in many occasions that the Moroccan experience is a worthy example to follow by other countries in the region.

No doubt that the challenges facing the Information society nowadays are becoming more and more an urgent matter given the advancement of the ICT and related technologies. Each and everyone of the stakeholders, be it government or industrial companies, the media or the individual need to recognize the importance of the IT revolution and treat it as an extraordinary tool of progress for mankind. The cooperation between Morocco and Korea in this field is an exemplary partnership of which we are proud since it combines the technological prowess with market expansion, business availability and vast untapped horizons.
