The World ICT Summit is made to discuss the technical development in the Information, Communication and Technology (ICT) fields. The Summit has been held in Korea every year to share Korea's ICT experience and know-how with other parts of the world. But this year the World ICT Summit changed its name to the IT Ministers Forum. It will now be hosted as one of the leading programs for the Korea IT Show. The Forum will tackle the topic of Digital Convergence; Challenge and Opportunity.

The participants will come from major countries in 6 continents. From Korea will also be the Minister of Information and Communication, experts of IT business circles and related research organizations.

The agenda Korean markets face is convergence -- a convergence between IT and broadcasting. Every country has been trying to make a national system to meet the demands of digital convergence trends. Korea is no exception. In this light Korea also has to give every effort to introduce Internet Protocol TV (IPTV), the hottest issue in Korea, and to revise a related law for a new broadcasting-communication convergence institution.

I as the minister will support businesses to do their jobs in such fields as RFID, u-City, u-Health and others. I will also take initiative to help business circles to go abroad for global marketing. We have to prepare for steep global competition as the international division of labor in the IT area continues.

The OECD IT Minister Conference will take place in Seoul next year. It has been 10 years since the last one was held in Ottawa, Canada in 1998. The ministers Demands of Digital Convergence from OECD-member countries will talk on digital convergence and the growth of User-Created Content (UCC). Members will gather opinions to take a policy-suggestion for all countries to follow.

The government has tightened up diplomatic relations with countries all over the world in IT. The Ministers of Information and Technology including myself have traveled the world to herald Korean IT and to help Korean IT companies export DMB and WiBro technologies, which are proprietary Korean technologies. Now Korea has grown up to the level to take leadership in IT. The government will invite experts from foreign countries so that they can learn about Korea's IT development.1 We have performed so well in IT thanks to the IT839 Policy, a government master plan to design the future of the IT industry. Without IT839, Korea could not be what she is now. It raised and brightened the Korean IT industry.

IT839 also helped Korea catch up with other developed countries in IT and shortened the time gap between Korea and developed countries within one year in every field of IT. Last year for example, the volume of production in software and IT increased by 20%. This year will see the completion of IT839.

In order to vitalize UCC, property rights issues should be settled and business models should be found. The Ministry of Information and Communication (MIC) is considering ways to support digital content industries. As far as UCC is concerned, the property rights are sometimes unclear. That's why the MIC has been looking for keys to solve the property rights conflicts.

And also it is very important to root out bad UCC that does harm to young people. To broaden the UCC market however the MIC will hold various competition events so that UCC makers, individuals or companies, can compete.

The MIC will select good UCC. Economically speaking, the 3rd Generation mobile phone service drew 3.5 billion dollars in investments last year and will invite 1 billion dollars this year. The investment effect is huge.

Video services, which mean talking to each other as watching each other, will especially give a new opportunity for mobile service providers in such fields as video education, entertainment and financial transactions. The 3rd generation service will provide communication sectors with a brand new springboard.
