SEOUL, KOREA - Korea should create an information and communication ecosystem of Software, contents, platform, network, and device(SCPND) for the globalization of the newly developed SCPND based on Korea IT technology, Dr. Cho Sung-kap, Chairman of the IT Professionals Association of Korea and President of the Incheon ICT Industry Promotion Agency said.
In an interview with Korea IT Times, Chairman Cho said, "First of all, Korea needs to push for the activation of a one-source multi-use environment to enhance efficiency and save costs in the course the developing, manufacturing, distribution, and consumption of the above.”
If such an environment is created, same software and contents could be used not only on the Android, Apple, and Windows platforms, but also in the OTT set top box and Xbox platforms."
Noting that Korea's 3D box office sales to North America accounted assumed for 23.7 percent of the total in 2013,he said, "We will boost production of interactive contents and spread it."
Dr. Cho also said that development of open-type platforms is important to support the one-source, multi-use environment of SCPND
"Web platforms using HTML5 should be activated. It is necessary to support various software development environments based on that platform," he said.
"In case of navigation for cars, if it is developed based on web platform and clouds, it could simplify the update procedure and offer interactive two-way content service by using the N-screen service through various devices," said Cho.
In terms of networks, the network infrastructure function that enables mutual intellectual communications between Internet of Things (IoT) and M2M(Machine to Machine) should be improved sooner than we forecast, Because whatever we want to be managed, it could be realized, he stressed.
"The most important thing is to prepare the foundation that can offer various terminals and software-based services through the integration of heterogeneous networks, not to mention developing a single network," he said.
Chairman Cho said, "Now is the time to find out and develop wearable device concepts that can utilize computing and various ICT services whenever and wherever. Likewise, we could interpret 'Galaxy Gear,' from Samsung Electronics, as the symbol representing the importance of wearable device in the future."
Software innovation strategy
When asked about the change in the ecosystem of the information and communication industry through the software innovation strategy of the Ministry of Science, ICT and Future Planning, Cho said, "I anticipate the ministry's software innovation strategy will convert the vicious circle of the domestic software industry into a virtuous circle.”
"The ministry's strategy seems to be designed to solve past problems of the domestic software industry, to tide over such chronic drawbacks as the shortage of excellent manpower and value recognition, as well as maximize enterprises' profits and activate their re-investment in software," he said.
"To strengthen the platform-dependent domestic software industry's constitution, bolster software enterprises' profits, and lead the global industry it needs to prepare the conditions for development for Korea's indigenous software and implement persistent policy support for native software," said Cho.

Stressing the importance of fostering indigenous software manpower in addition to development of native software development and commercialization, he said, "Getting out of overseas platform's subordination should be reflected as a part of important software innovation strategy."
Tasks to activate information and communication exports
"Looking into the characteristics and the size of the global software market compared to the domestic software market, the overseas sector has been concentrating on IT and package services, whereas the domestic sector has focused on embedded software," he said.
For instance, the breakdown of the global software market stood at 29 percent for package software, 49 percent for IT service, and 11 percent for embedded software. Meanwhile, in the domestic software market it was 9 percent for package software, 18 percent for IT service, and 43 percent for embedded software.
"Accordingly, global competitiveness should be enhanced to activate exports of information and communication goods and services in the future. To this end, we should develop software products with high market pre-emption effects such as package software in the form of domestic indigenous package software and compete with multinational rivals on an equal footing in the global market," said Cho.
"In of the case of domestic IT service, we should come out of the large enterprises-oriented structure and advance into the global market with small and medium-sized, enterprises-centered IT services. I think it is the right direction to strengthen the domestic software industry's constitution and increase the nation's exports of information and communication goods and services," he said, adding that Samsung SDS, LGCNS, Lotte…etc extend business leverage to global market beyond local market and develop global bland level solution including relative product.
