Some pointed out that the internal steel plate (CLP) of the containment building of the nuclear power plant is the last barrier to isolating radioactive materials in the case of a nuclear power plant accident, so that fundamental measures to ensure safety are needed.

Korea Federation for Environmental Movements pointed out on Aug. 3 that iron plate corrosion and the 30cm depth of pore were found at the containment building of Hanbit No. 4 (Jeonnam Younggwang Nuclear Power Plant) according to a private-government joint investigation of the building on Aug. 28.

It asserted, "If we fail to identify the cause, we should be careful in approving the operation again.“

According to the group, corrosion was found in the Hanbit No. 3 and 4 nuclear power plants in July last year, and about 20 cm of pore was found on the upper part of the containment building of Hanvit No. 4.

Korea Hydro & Nuclear Power Co. (KHNP) belatedly announced its plan to conduct a comprehensive inspection of all 24 nuclear power plants under the Nuclear Power Supervision Act.

"The problem is that they are following the existing practices in identifying the status of steel plates and concrete structures, which are the last barriers to nuclear power plants, and identifying safety measures and causes," the group pointed out.

For example, iron plate thickness measurements are conducted in an improper manner, and the most primitive method is used, such as randomly grasping the points of the concrete air gap and hammering them to confirm air gap, it asserted.

It also criticized the lack of safety awareness among the nuclear power industry and regulators, saying, "We are concerned about overall failure such as the discovery of air gap, concrete cracks, and corrosion of steel."

"The iron plate had corrosion on the surface of concrete, even a hole in it, and the concrete had a 20-centimeter pore over 60 meters," said a member of the federation.
