KCC Pursues Strategies on Exporting Korean Broadcasting and Telecommunications

As Songdo International Business District in Incheon, S. Korea is putting the finishing touches on its preparations for the 66th ESCAP Commission Session, Lee Kyung-ja, Vice Chairwoman of the Korea Communications Commission (KCC), sat down with Korea IT Times to talk about the policies for globally spreading the technological convergence of broadcasting and telecommunications along with the KCC's plans for a series of international events.

Q) Could you tell us about the policies in place to globally promote the convergence of broadcasting and telecommunications

A) The Korea Communications Commission (KCC) is pursuing a three-fold policy that focuses on the provision of expertise to developing nations, projects for facilitating overseas market entry and efforts to host the International Telecommunication Union (ITU) Plenipotentiary Conference in 2014. To begin with, we introuce our advanced broadcasting and telecommunications technologies, and work toward linking Official Development Assistance (ODA) projects to our endeavors in order to provide knowhow to developing nations. We invite foreign experts. for instance, from the private and public sectors and academia in developing nations, and launch training programs for them. Likewise, our broadcasting & telecommunications experts pay visits to developing nations to offer education. By doing so, we are laying the foundations for making forays into overseas markets. What's more, our global networks are ramping up through international collaborations with diverse channels - such as ASEAN and the African Development Bank (ADB).

The KCC has annually crafted and implemented strategies to support Korean broadcasting and telecommunications providers enter overseas markets. This year, we are keen on exporting the following five items: IPTV, DMB, WiBro, broadband and broadcast contents. To that end, we are revving up global marketing efforts by holding ministerial meetings, high-level talks, expert forums and road shows. In February of last year, we held an expert forum and a road show in India, a country of great potential for the development of broadcasting and telecommunications, so as to reinforce cooperation. We are also planning on holding such forums and road shows in South Africa during the 2010 FIFA World Cup.

What's more, we are set to conduct feasibility studies of the five items, followed by launching pilot programs once they are determined viable for developing nations. Furthermore, the KCC is stepping up efforts to host the ITU Plenipotentiary Conference in 2014. The ITU - a UN agency responsible for distributing international frequencies, the development of telecommunications facilities and standardization - holds the ITU Plenipotentiary Conference every four years, which is a large-scale, three-week long international event. A total of 2,000 participants, including over a hundred ministers and vice ministers, take part in this conference. That's why we believe hosting the ITU Plenipotentiary Conference will bring more opportunities of overseas market entry and economic benefits for South Korea. 

Q) With the 66th ESCAP Commission Session a few days away, could you share with us your promotional plans to spur business activities regarding the convergence of broadcasting and telecommunications 

A) One of our marketing plans is to hold the World IT Show (WIS) at COEX, Seoul, from May 25 to 28, on the heels of the 66th ESCAP Commission Session. The WIS - sponsored by the KCC, the Ministry of Knowledge and Economy, and the Ministry of Culture, Sports and Tourism - will be attended by influential buyers and global IT heavyweights such as Microsoft, HP and Fujitsu. Therefore, the WIS will serve as a great opportunity to promote South Korea's information and telecommunications technology to the world, as well as new versions of IT, BT (bio technology) and NT (nano technology), as required in the digital convergence era. 

Q) Do you have any plans to contribute to hosting a successful G20 Summit

During the G20 Summit, the KCC will offer domestic and foreign participants with hands-on experiences in state-of-the-art ICT technologies. And the heads of state and delegations will be provided with WiBro-based, IPTV trial services in their own languages. Moreover, G20 delegations will be given smart phones equipped with cutting-edge technologies, as well as LED TV screens in their hotels. 

At the same time, the KCC has annually held the Korea Communications Conference to share updates on broadcasting and telecommunications services of each nation. This year, the 2010 Korea Communications Conference will be held from November 8 to 10 to coincide with the G20 Summit.
