It has been revealed that an official of the Ministry of Employment and Labor made Samsung Electronics Service's improvement plan, and the vice minister met the Samsung official and delivered it, the MBC reported on Nov. 22.
In early August 2013, the Ministry of Employment and Labor was in charge of the illegal dispatch of Samsung Electronics Service. The then Vice Minister of Employment and Labor Chung Hyun-ok ordered senior official Kwon to work out an improvement plan of Samsung Electronics Service, saying that if Samsung's illegal dispatch is reversed to a legal one, opposition parties and labor groups’ backlash and criticism are feared.
Kwon, who was ordered by Chung, asked Samsung to come up with an improvement plan, but he judged that the Samsung’s improvement plan has not been enough to convince the public.
Accordingly, Kwon ordered the head of the department in charge to draw up an improvement plan for Samsung.
Former Vice Minister Chung personally played the role of conveying the Samsung improvement plan completed by the ministry to Samsung.
Chung contacted Vice President Kang Kyung-hoon, a labor executive at Samsung`s Future Strategy Office, to make an appointment, and the only two people met at a restaurant in Gwacheon, Gyeonggi Province to deliver the document, the MBC reported.
Seven days after the meeting, the ministry announced to the media the results of its supervision of the company's labor as a legal subcontract, not an illegal dispatch.
Three months later, Samsung Electronics Services announced that the ministry's document was also an improvement plan that the company worked out.
