China Knows the Importance of Managing Human Resources

China declared their "Long-term Plan for Developing Human Resource (2010-2020)". The level of science in a country decides the country's present and future and human resources are an important base for developing science.

Many years ago in the People's Republic of China 80% of Chinese were illiterates, those who had scientific knowledge and technique were just ten thousands. In October 1949, the government established a national academy of science.  For China educating its people was very urgent. However at the end of 2008, China had 114 million educated people and 46.86 million of them were related to specialized techniques, which means China has the biggest human resource pool among other countries.

China has a goal that it tries to let most Chinese live a moderate scale of living until 2020. That's why educating children and managing human resources is so important. People make their own society. If a country wants to be rich and strong, it needs many well-educated people, especially those who have professional techniques in this era. China knows it better than any body, and it quicken its pace.
