Yum Hong-chul, mayor of Daejeon Metropolitan City

Daejeon Metropolitan City will actively foster Daedeok Innopolis as its future growth engine by strengthening relations between the city and the special research and development zone, a top official of the city said.

In an interview with Korea IT Times, Yum Hong-chul, mayor of Daejeon Metropolitan City, said, "To bolster the R&D business, we will establish and operate the science culture plaza in Daedeok Innopolis to help scientists easily communicate each other."

Daedeok Innopolis refers to the remarkable collection of R&D centers and venture companies that have congregated in the green hills of Daedeok Valley, north of Daejeon city. The research institutes and the venture companies constitute one of Asia's top innovation clusters for technology.

"We will also strengthen contacts between R&D experts and businesses by making use of the EXPO Science Park, a convention center, and the forum to activate Daedeok Innopolis," said the mayor.

"Related to this, we will actively foster green growth industry and nano convergence industry as strategic industries. In particular, we will speed up development of Daejeon city's economic development by utilizing the capacity of Daedeok Innopolis, including new & renewable energy R&D center, nano convergence commercialization center, creation of national defense venture industrial estate, attraction of Korea Institute of Brain Science, and creation of cluster for green technology industry," said Yum.

"Along with this, we will push for construction of a bridge to link Daejeon city and Daedeok Innopolis, formation of an 'olle' road in the R&D zone, operation of a program visiting the special zone, and establishment of science tech museum," he said.

National Nanofab Center

Daejeon city plans to create the nano convergence industrial estate and attract promising companies by making the best use of the National NanoFab Center (NNFC), the mayor said.

"First of all, we will secure 10,000 pyeong (one pyeong equals 3.3 square meters) of the Daedeok Innopolis development region to build the nano convergence industrial estate and attract promising venture companies to the region," said Yum.

Noting that the city plans to create the nano convergence cluster with an annual sale of 400 billion won by 2014, the mayor said, "NNFC, KAIST and enterprises will jointly establish and operate the nano technology supporting center in the estate."

The function of the supporting center is to offer space for study and research to small venture firms trying to develop nano convergence new technology and products, as well as provide such companies with equipment and technology consulting services.

Visual culture town to be built

Under the ambitious plan to build a visual culture town, equipped with state-of-the-art IT in the Daejeon EXPO science park, the government will spend 88.5 billion won for creation of an HD drama town in the park during the 2011-2014 period, he said.

"As part of the government's efforts to actively foster the drama and movie industries, a cutting-edge video general production estate will be established by combining R&D technology of the Daedeok Innopolis and the EXPO site," said the mayor.

"Through the project, we expect creation of 18,119 jobs, direct & indirect economic effects of 1.2 trillion won, and 670,000 domestic and foreign visitors to our city annually," he commented.

Mayor Yum said that an advanced visual culture industry is a knowledge-intensive and environment-friendly industry, which has the great effect of creating many jobs, high added value and high growth.

Noting that the paradigm of the global economy is changing from labor & capital to information and knowledge, and further to culture content-based economy, he said, "We will maximize economic effects through the creation of a visual culture town based on the culture technology infrastructure of the Daedeok Innopolis."

Related to this, several visual content, including a state-of-the-art video hall, a small and medium visual special effects town, cutting-edge equipment for special effects, and a CT center, have been already completed in the EXPO science park.

Ripple effects of construction of Sejong City on Daejeon economy

Asked about the ripple effects of construction of Sejong City on the Daejeon economy, the mayor said, "As the gateway to Sejong City, Daejeon will fulfill its core role in the shopping, tourism, entertainment, culture and education sectors.

Meanwhile, city transportation facilities will be expanded by building roads linking Oesam-dong and Sejong City, Singugyo and Sejong, and Daejoen, Sejong, and Osong.

"We will support such metropolitan city services, including central administration, research & development, financing, commerce, logistics and medical service, and play a key role for balanced development of national land," said Yum.

Commenting that Daejeon boasts affluent resources and strong competitiveness, he said, "We will build cultural, leisure and tourism infrastructure and seek high growth with Sejong City."

Daejeon city is also actively fostering medical service tourism as a strategic industry with future-oriented new growth.

"In line with this, we aim to attract 10,000 foreign patients by 2012 and create Korea's representative medical cluster by investing some 2.5 trillion won in the Daedeok Innopolis during the period from 2011 to 2017," he said.

"In particular, we plan to attract top-class domestic and foreign medical institutions or hospitals by offering land in the Daedeok special zone at low prices or free of charge," he added.
