Vision for an IT-Powered Korea in the Future

SEOUL, KOREA – Due to the expansion of smartphone users, wireless data traffic is explosively increasing globally every year. Although consumers’ demand for high-speed wireless Internet service is growing, the telecommunication industry can hardly meet the demand.

Nations around the world are fiercely competing in the telecommunication market. Unless Korea prepares for the next generation telecommunication environment, Korea will have to pay a hefty price to other countries for the use of advanced technologies. The Korean government planned a research project to take the lead in the next generation telecommunication market. Soon thereafter, the Giga Korea strategy was born.

Harnessing the Giga Korea strategy, the Korean government will turn Korea into an IT powerhouse in three IT sectors, promote Korea’s five content sectors and nurture 50 Korean software companies by 2020. In addition, by developing core technology in the mobile world to process giga-grade data the government will create effects to earn KRW 105.5 trillion and create 695,000 jobs by 2020.

On April 23, the Korean government reviewed Korea’s IT performances and future goals and announced its vision to take the lead in the ‘Hyper Connectivity’ era in 2020. The government aims at making Korea a techie nation by adding ten IT policy agendas.

The Ministry of Knowledge Economy announced the Giga Korea strategy will take initiative in the next generation IT industry by developing equipment, parts and services for giga-grade telecommunication.

Fifteen core technologies based on ‘Giga Korea’ will support the government’s plan. ‘Giga Korea’ is a mid- to long-term R&D project which will take the lead the mobile devices of the world. The government’s plan is to make Korean technology such as networks, terminals, platforms and SW and contents and services.

The government will spend KRW 1.4 trillion on this eight year project until 2020. To begin, the government will launch a pan-government council with the participation of the Ministry of Education, Science and Technology, the Ministry of National Defense, the Ministry of Public Administration and Security, The Ministry of Culture, Sports and Tourism, the Ministry of Knowledge Economy, the Korea Communications Commission, the National Informatization Strategy Committee and the National Science and Technology Committee.

The Ministry of Knowledge Economy announced the Giga Korea strategy will take initiative in the next generation IT industry by developing equipment, parts and services for giga-grade telecommunication. The government will invest a total of KRW 1.4 trillion that focuses on four sectors – networks, terminals, platforms and software and contents and service by 2020. The government’s strategy is to turn the tide in sectors where Korean companies are relatively weak such as network equipment, modem chips for terminals and equipment for cloud computing.

The Long Term Evolution System has a speed of 10Mb per second as fourth generation telecommunication. The government is planning to build an infrastructure for wireless telecommunication of 1Gb per second at 600km per hour by 2020. The government is also planning on developing terra-grade network technology which offers stable service even when mobile traffic is congested. In the terminal sector, the government will support companies’ development of smart devices which are able to process data ten times faster and store data 1,000 times more than the current system. The government is planning to use energy-efficient multi-core parallel computing technology which can utilize a multiple number of CPUs for high-speed data processing.

The government is also planning to develop a high-speed energy-efficient mobile device that can store much terra bite data. Its plan also includes small sensors, human-friendly interfaces and immersive media displays in the platform and SW sector. The government will support the development of platforms in order to provide optimized intelligent computing for giga-grade telecommunication infrastructure. Its plan also includes making a data processing speed 10,000 times faster than for high volume media and services. Security and stability are another focus of the government’s plan for this sector.

In the contents and service sector, the government will help Korean companies secure original technology for contents and develop visual content technology for glassless and high-definition displays. Another significant project is to develop virtual reality in which tens of millions of people connect and interact with one another.
