Korea as A Global U-City Standard Setter

SEOUL, KOREA —  Korea has taken a step closer to the building of easy-to-implement, economical u-cities (Ubiquitous City or Smart City).

The Ministry of Land, Transport and Maritime Affairs of Korea (MLTM) successfully finished developing “u-Eco ISMP (integrated service management platform)”, a key component for running “u-city total management centers,” and is working hard to promote it. Last month, the Ministry held a public hearing where it introduced and demonstrated its “u-Eco ISMP” to representatives from 230 institutions including municipalities and to nearly 200 experts in relevant fields and u-cities. The development of u-Eco ISMP was an epoch-making event in the history of u-city construction because no nation has thus far attempted to consolidate u-city platforms in the world.

At the public hearing, presentations on the function modules of u-Eco ISMP, event-specific services of u-Eco ISMP, processing services and a demonstration scenario were made. Simulation of U-Eco ISMP was conducted to show its speedy responses under the scenario of the simultaneous occurrence of sudden events: torrential rains and discharges of pollutants. First, u-Eco ISMP triggered flood alerts and informed relevant institutions and u-services of flash flooding and discharges of pollutants at the same time. Then, the informed total control system sent out orders to people in charge. And responses to the discharges of pollutants were made and the developments of the two events were recorded in the media board, thereby putting an end to the situation.

 

What Is u-Eco ISMP

MLTM has launched u-city R&D projects at 2007 to secure key technologies and lead the development of competitive, leading technologies. A total of KRW 101.7 trillion was invested into these projects. u-Eco ISMP – an outcome of these projects, is designed as a connecting hub to process, store, analyze and disseminate information collected from different systems installed within u-cities. In other words, u-Eco ISMP keep tap on other individual u-service systems and work as a broker among these various u-service systems. When a u-service needs to talk to other u-service, u-Eco ISMP intervene and connect them together. By doing so, u-Eco ISMP assists u-city total management centers in running u-cities more effectively on a real-time basis in critical situations.

U-Eco ISMP gathers information on urban disasters, transportation, crime prevention and life and provides citizens and relevant institutions with monitoring contents. In addition, u-Eco ISMP enables the handing of multiple events simultaneously by integrating varied u-city services, thereby enhancing the efficiency of urban management. Besides, u-Eco ISMP facilitate data exchanges between u-city services and external systems to improve standardization and interconnectivity.

The development of u-Eco ISMP is expected to address problems associated with standards. Before u-Eco ISMP was introduced, each u-city service (e.g. transportation and water supply and drainage) was managed by each service provider operating in each u-city, so there were no regional information exchanges among different municipalities. Once a u-city’s system breaks down, no other city was able to provide back-up. The development of u-Eco ISMP means a u-city standard has been set up. Thanks to it, u-cities are now interconnected and the structure of nationwide u-city management can be formed.

First of all, searches for the lowest common denominator of u-city platforms shared by nations were made to create u-Eco ISMP.”

Lee Jung-woo, professor at Graduate School of Information of Yonsei University said, “Since capital-intensive systems were managed by different entities and those systems were very heavy, managing them under one umbrella was unthinkable. Thus, approaches were made to the development of an integrated platform to link different services to one another.” Just like various kinds of applications can be downloaded onto a smartphone, u-Eco ISMP helps connect a variety of services.

U-Eco ISMP is a reasonably priced package that contains 10 modules and performs basic functions such as integrated controlling and work management portals. Since it was designed to work well with different hardware and software programs in each municipality, start-up costs and maintenance costs would fall into the reasonable range. Approximately KRW 3.6 billon was ploughed into the development of u-Eco ISMP. Thank to u-Eco ISMP, a reduction of about KRW 1 billion in maintenance costs is anticipated in each management center.

 

Where Can u-Eco ISMP Be Applied

After pilot tests, u-Eco ISMP will be installed in Sejong City and Incheon in the latter half of this year and is expected to spread across self-governing cities to enable interoperability of different u-city systems in each municipality. Director Lee mentioned, “We will encourage each municipality to use this integrated platform in developing u-city services.”  U-city services can be developed, designed and loaded onto this platform. According to reports from this ISMP research team, u-city services counts over 200 including services under conception. Among these 200, some are already in operation, such services as IT-based high-pass system (an electronic toll collection system), electronic display boards at bus stops, anti-disaster measures, crime prevention and water supply management. All the services will be put under control of u-city total management centers, which watches over whether water supply and drainage work properly or any crimes are being committed somewhere in the city.

Sejong city where Korea’s first Smart School opened last March has been dubbed as “Korea’s first edu-city” thanks to its cutting-edge education model. Incheon is currently building a u-city around the Incheon Free Economic Zone (IFEZ).

 

U-City Standard Setter Korea Exports Its U-City Models

With the development of the world’s first u-city ISMP, the Korean government looks to lead global standards and the global u-city market. To that end, the government in 2011 teamed up with Open Geospatial Consortium (OGC) to become a global standard setter and export Korean-style u-cities. 

According to reports by u-Eco City Research Team, the world’s u-city market is valued at USD 240.8 billion. Korea, which ranks fifth in the share of the global construction market and second in the information & communication development index in the world, is poised to take on the global u-city market. Korea’s u-city market entry strategy features custom-made approaches that factor in each nation’s different infrastructure environment. A look at the current global state-of-the-art city construction trend shows that u-cities are being built in consideration of each nation’s unique characteristics - for instance, Cyberport in Hong Kong, Media Park in Cologne, Germany and Dubai Internet City in the United Arab Emirates (UAE).

Bering such a trend in mind, the Korean government in 2010 hosted the first “U-City Roadshow” in Colombia to make a foray into the u-city market in Central and South America. As a result, a group of six Korean SMEs in partnership with LG CNS won an ITS project contract worth USD 300 million in 2011. Last year, Korea held the second U-City Roadshow in Shanghai. The third round of U-City Roadshow, slated for June this year, is aimed at the Middle East market: “U-City and Construction Roadshow” will be held in Abu Dhabi, the capital of the UAE. In cooperation with the UAE government, the Korean government set up a public-private infrastructure taskforce that symbolizes the combination of the UAE’s financial capacity with Korea’s technologies. Since the two governments agreed to speed up cooperation, many eye the outcome of the upcoming U-City and Construction Roadshow. 10 construction companies related to building IT infrastructure and skyscrapers and 30 relevant companies including LG CNS, Samsung C&T Corporation and SK C&C are projected to participate in “U-City and Construction Roadshow.”

한국 u시티 세계표준 리드한다

쉽고 경제적인 u시티(Ubiquitous City or Smart City) 구축에 한발 더 다가섰다
국토해양부가 ‘u시티 통합운영센터’의 핵심기술인 ‘u-Eco 통합플랫폼(통합플랫폼, ISMP)’을 개발하고 보급, 확산에 들어간다. 지난 달 국토부는 공청회를 개최하고 지자체 등 230여 기관과 관련학계 전문가, u시티 전문가 등 200여명이 모인 자리에서 통합플랫폼을 발표하고 시연했다. 통합플랫폼 개발은 u시티 역사에서 획기적인 사건이다. 세계적으로 통합된 사례가 없기 때문이다.
이날 공청회에서 통합플랫폼 기능 모듈과 시연환경, u-city 통합플랫폼 제공 이벤트 기반 서비스, 처리 프로세스, 시연시나리오를 설명했다. ‘u-Eco 통합플랫폼’도 시연돼 집중호우와 오염물질이 방류되는 두 가지 이벤트가 융•복합되는 상황에 대응하는 과정이 현장에서 펼쳐졌다.

 

u시티 통합플랫폼이란
국토부는 2007년부터 u시티에 필요한 핵심기술을 국산화하고 경쟁력있는 선도기술을 개발하고자 u시티 R&D 사업을 추진해 왔다. 이 사업에는 KRW 1017억 원의 연구비가 소요됐다. 그 핵심 성과물인 통합플랫폼은 일종의 u시티 인터넷익스플로러로 ‘u시티 통합운영센터’ 가 도시를 실시간으로 효과적으로 운영하고 관리할 수 있도록 돕는다. 도시 내 설치된 각종 센서와 장치에 수집된 정보를 가공, 저장, 분석, 배포하는 통합적인 운영 프로그램이다. 통합플랫폼은 도시의 재난, 교통, 방범, 생활정보 등을 수집하고 분석해 시민과 관련 기관이 필요한 모니터링 콘텐츠를 제공한다. 또한, 각각의 u시티 서비스에서 처리할 수 없었던 융•복합 상황이벤트와 동시 다발적으로 발생할 수 있는 도시의 다양한 u서비스를 통합해 도시관리 효율을 향상시켜 준다. u서비스 및 외부시스템과 통합플랫폼간 데이터 교환 매개를 통한 표준화와 연계 효율성도 향상시켰다.

 

u-city 통합플랫폼 개념도

이 통합플랫폼은 통합관제, 업무운영 포털 등 기본기능 위주의 10개 모듈을 패키지화한 보급형 버전이다. 모듈별 선택적 활용이 가능해 지자체가 보유한 기존 하드웨어와 소프트웨어와 활용이 가능하도록 설계해 구축 비용이 저렴하고 유지보수 비용도 줄일 수 있는 것이 특징이다. 이 통합플랫폼 소프트웨어 개발에는 KRW 약 36억 원이 투입됐다. 앞으로 1개 지구당 KRW 10억 원 이상 운영비용절감 효과를 가져올 것으로 기대를 모으고 있다.
이 통합플랫폼의 개발은 표준이 생겼고 전국적인 호환이 가능해졌다는 말로 풀이된다. 통합플랫폼이 개발되기까지 u시티 개발은 각 서비스별, 지자체별로 이뤄져 호환이 안 되는 문제를 안고 있었다. 통합플랫폼의 개발로 도시간 호환은 물론 전국적인 관리체계 형성이 가능해지게 된다. 통합플랫폼은 올 하반기 세종시와 인천시에 적용돼 파일럿 테스트를 거쳐 각 지자체에 확산돼 전국적인 u시티 시스템 호환도 가능해 질 것으로 보인다. 이상훈 국토해양부 도시재생과 과장은 “앞으로 각 지자체의 u시티 개발에 이 통합플랫폼을 사용하도록 유도할 계획’이라고 전했다.

 

u시티 수출하는 한국
정부는 세계 최초의 u시티 통합플랫폼이 개발된 것을 기점으로 국제 표준을 추진하고 세계 시장을 선도한다는 방침이다. 지난해 공간정보산업 국제 표준화 컨소시엄(OGC) 등과 연계해 국제표준화를 실현하고 한국형 u시티의 해외수출과 전세계 확산을 주도하겠다고도 밝혔다.
한국은 건설시공시장 점유율 세계 5위와 정보통신발전지수 세계 2위의 경쟁력에 세계 최초의 u시티 통합플랫폼이란 무기를 들고 세계 u시티 시장 공략에 들어간다. ‘u-Eco City 연구단’ 보고에 따르면 세계 u시티 시장은 2018년 USD 2,408억 규모다. 세계 u시티 시장 공략을 위한 전략은 각국의 인프라 특성화 환경에 따른 맞춤형 접근이다. 해외 첨단 도시 건설현황을 살펴보면 홍콩은 cyberport, 독일 퀼른은 Media Park, UAE 두바이는 Dubai Internet city 등으로 자국의 특성에 맞는 u시티들이 건설되고 있다.
이에 따라 오는 6월에는 중동시장 공략을 위한 세 번째 로드쇼를 마련한다. ‘u시티 및 건축 로드쇼’를 UAE 아부다비에서 개최한다. 정부가 이미 UAE 정부와 한국의 기술력과 UAE의 자금력을 결합한 포괄적 인프라 협력체계인 ‘인프라 민관합동 태스크포스’를 설치하고 양국 정부간 교류활성화에 합의한 바 있어 이번 로드쇼의 결과가 주목된다. 이 로드쇼에는 IT 인프라구축부터 초고층 빌딩 건설업체 등 10개 유관 기관과 LG CNS, 삼성건설, SK C&C 등 30여개 기업이 참가할 예정이다.
