Seoul, Korea - When it comes to generating electricity, Korea depends not only on imported fuel, but imported generation equipment.

Until recently, Doosan Heavy Industries & Construction (DHI) had been appointed as de facto exclusive producer and supplier of steam turbines according to the government’s policy to consolidate the production of power generation equipment, and supplied 86% of the standard steam turbines for 500 megawatt class coal-powered thermal plants in Korea. However, the demand for 1,000 megawatt class steam turbines is rising subsequent to the recent trend of building large-capacity coal-powered thermal plants, and DHI has been turned down in equipment supply biddings because it had no relative reference. At the moment, only the Japanese manufacturers have references for 1,000 megawatt class steam turbines. The Japanese manufacturers had won the supply contracts for the two sets of #9 and #10 turbines being installed in the Dangjin and Taean plants, respectively.

In the area of gas turbines, Korean presence is close to zero. DHI, does supply its turbines to Youngwall and Sejong Combined Heat & Power (CHP) plants, but the turbines are produced under the license granted by Mitsubishi Heavy Industries - Doosan still has no capacity to produce gas turbines by itself.

Because of the practice of procuring two gas turbines and one steam turbine as a package for the CHP plants, the Korean manufacturers cannot even supply the steam turbines.

The dependence on imported core generation equipment is anticipated to continue for the time being, because many power generation companies are planning to add 1,000 megawatt class plants under the 6th Basic Plan of Long Term Electricity Supply & Demand.

“전기는 국산이지만 원료는 수입입니다”라는 전력 캠페인 문구가 있다. 에너지 생산을 위해 자원 대부분을 수입에 의존하는 국내 상황을 묘사한 것인데, 우리가 현재 수입에 의존하는 것은 원료 뿐만은 아니다. 전력을 생산하는 발전소 건설에 꼭 필요한 핵심기기들도 대부분 수입에 의존하고 있다.

발전업계에 따르면 발전소 핵심기기 중 하나인 터빈과 이를 제작하기 위한 관련 고온부품의 수입의존도가 갈수록 높아지고 있다. 국내에도 같은 용량의 터빈 설계 제작기술이 있지만 발전효율 신뢰성과 수주실적 면에서 발전사업자들의 선택을 받지 못하고 있다.

발전주기기 시장의 외산비중 확대는 세계무역기구(WTO)에 따른 국제 경쟁체제 전환과 설비용량의 대형화, 발전공기업 사이의 경쟁체제 도입으로 속도를 더하고 있다.

지금까지는 정부의 발전설비 일원화 정책으로 두산중공업이 독점 공급(86%)하면서 500㎿ 표준형 석탄화력 스팀터빈 대부분을 국산이 차지해왔다. 하지만 최근 들어 800㎿ 영흥화력 3·4호기를 히다치가 공급하면서 스팀터빈 국산 독주는 깨지기 시작했다.

최근 대용량 석탄화력설비로 각광받고 있는 1000㎿급 스팀터빈에서는 수주실적 미확보로 입찰에서 탈락하고 있는 실정이다. 현재 1000㎿급 스팀터빈 레퍼런스를 가지고 있는 곳은 일본 제작사들이 유일하다. 1000㎿ 설비로 건설 중인 당진 9·10호기, 태안 9·10호기도 일본 제작사들이 주기기를 수주했다.

가스터빈 분야는 상황이 더욱 심각하다. 두산중공업이 영월 복합화력, 세종 열병합발전소 등에 제품을 공급하며 분투하고 있지만 시장점유율은 5% 정도다. 그나마 미쓰비시 중공업(MHI)과 제휴한 것으로 순수 자체 가스터빈 제작기술은 확보하지 못하고 있다.

복합화력은 일반적으로 가스터빈 2기와 스팀터빈 1기가 패키지 형태로 입찰하기 때문에 가스터빈 기술이 없는 국내 업체는 가스터빈은 물론 스팀터빈 수주도 할 수 없다. 최근에는 미쓰비시가 두산중공업에 라이선스를 제공한 터빈보다 우수한 신제품으로 입찰에 참여하면서 가스터빈을 수주하는 상황까지 연출되고 있다.

발전소 주기기 외산 의존경향은 당분간 지속될 전망이다. 이번 제6차 전력수급기본계획에서도 많은 발전사업자들은 국내기업의 수주실적 및 가동 데이터베이스를 갖추지 못한 1000㎿급 설비를 계획하고 있기 때문이다.

발전업계 관계자는 “발전소가 대형화되고 발전사업자 간 경쟁이 치열해 질수록 관련 실적이 없는 국내 기업은 입찰 참여 환경이 나빠질 것”이라며 “유지보수 부품 수급과 기술서비스 비용 절감 차원에서라도 국내 기반의 공급체인 구축을 위한 각계의 노력이 필요하다”고 말했다.
