Electric Taxis to be Tested for Feasibility

Seoul, Korea - Jeju Special Self-Governing Province (Jeju Province) and Daejeon Metropolitan City (Daejeon City) are preparing for the commercialization of electric taxi service through private taxi service operators.

Daejeon City will pilot test three SM3 ZEs, the compact-sized electric cars by Renault Samsung Motors, from August to December. The Daejeon City plans to replace up to 500 internal combustion engine taxies with electric ones in 2014 alone, based on the results of pilot test.

The city official expected, “when replaced the taxis that run 300 kilometers and spend KRW 50,000 on LPG in a daily average, 95% of the fuel cost can be saved.” If this year’s pilot test produces positive economic results, the city government will launch a full-scale implementation of electricity charging infrastructure.

Jeju Province is also promoting the electric taxi project. The Provincial Office, together with Jeju Electric Automobile Services who will provide charging infrastructure, plans to conduct the feasibility study using three to ten SM3 ZEs in the second half of this year. Considering the transportation environment of Jeju, the Provincial Office plans to build charging facilities centered around some of the island’s major locations, such as Jeju (city) and Seoguipo.

Daewhan Kim, the president of Jeju Electric Automobile Services, claimed, “the taxi operators are very interested in the use of electric vehicles because they can save the fuel cost, and we need the government’s involvement in improving the infrastructure.”

경영개선 노림수 전기차 택시 나온다

이르면 하반기부터 국내 첫 상업용 전기차 택시가 등장한다. 대기 오염 감축과 택시사업자 경영개선에 도움이 될 전망이다.

2일 관련업계 따르면 제주특별자치도와 대전광역시가 올해 전기차를 이용한 상업용 택시사업을 추진하는 것으로 확인됐다. 일반인 고객을 대상으로 민간택시사업자가 직접 운영할 방침이다.

대전광역시는 르노삼성의 준중형 전기차(SM3 ZE) 3대를 오는 8월부터 12월까지 시범운영한다. 이를 토대로 2014년에만 최대 500대 내연기관 택시를 전기차로 교체할 예정이다.

대전시 관계자는 “하루 평균 300㎞를 운행하면서 LPG가스비로 5만원이 드는 기존 택시를 전기차로 교체할 경우 하루 세번(30분씩) 충전하는 것만으로 연료비 95%를 절감할 수 있다”며 “친환경 효과는 물론이고 시내 3370대를 운영하는 수십 개의 택시사업자 경영난 해소에도 크게 기여할 것”이라고 말했다. 대전시는 올해 시범사업을 통해 사업적 경제성을 타진한 후 대대적인 충전인프라 구축에 나설 예정이다.

제주도 역시 전기차 택시사업에 나선다. 제주도청과 충전인프라 업체인 제주전기차서비스는 올해 하반기 르노삼성의 SM3 ZE 3∼10대로 택시운행 실증사업을 실시할 예정이다. 제주의 교통 환경을 고려해 제주시와 서귀포시 등을 거점으로 택시전용 전기차 충전시설을 구축해 운영할 방침이다.

민간 대상 첫 택시사업인 만큼 사업의 위험요소를 줄이기 위해서는 정부와 지방자치단체의 역할이 주효할 것으로 분석됐다. 환경부로부터 전기차 구매 보조금(1500만원)과 800만원 상당의 충전기 구축비용을 지원받는데다 충전인프라 장소 선정부터 운영까지 관련 법규 등 행정사례가 없기 때문이다.

김대환 제주전기차서비스 사장은 “연료비 절감 이점 때문에 택시사업자들의 전기차 활용에 대한 관심이 높다”며 “중형에 가까운 르노삼성의 전기차가 택시사업에 유일한 대안지만 기존 충전인프라와의 충전 호환 등 정부차원의 개선이 필요한 상황”이라고 말했다.

해외에서는 중국•일본•독일이 정부 주도로 전기차를 이용한 택시사업을 추진 중이다. 중국은 정부주도로 2011년부터 베이징과 선전시 등에 전기택시 사업을 벌여왔다. 선전에는 BYD의 전기차 `E6` 모델 택시 300대, 베이징에는 중국 푸톈의 전기차 택시 50대가 운행 중이다. 이들 도시에는 주유소형태의 전기차충전소가 들어섰고 시내 곳곳에 급속 충전기가 설치돼 택시기사들은 어디서든 편리하게 전기를 충전할 수 있다. 차량을 포함한 선전의 전기차 택시 운영체계는 최근 홍콩과 영국 런던에도 수출을 앞두고 있다.
