SEOUL, KOREA - The Ministry of National Defense signed an MOU with Hancom for a technical support for the national defense IT in November last year. A considerable number of Office programs used in the Ministry were changed to a local product of Hancom Office. And other localized SWs are used for many of the defense-related organizations.
A recent license-related conflict with MS has caused the Ministry to expedite the introduction of localized SWs to the national defense areas. MS Korea requested the Ministry for the additional client access license (CAL) fee of KRW 210 billion last year, saying the Ministry breached its copy right. And the Ministry is arguing the CAL issue is in relation with the contract, having nothing to do with the infringement of copy right.
Performance improvement of local SWs also lies behind such a move. “The localized DBMS applied to the government integrated data center has no problem with its performance and functionality. And it will be safe to apply the SW to all information systems of the entire army,” says a source from the Ministry.
“Local SW makers should enhance the reliability and functionality of their products to compete with their foreign counterparts. And public institutes and financial institutions should provide the same opportunity for local SW companies to make pilot tests as they do for other foreign vendors,” says a source from a local SW maker.
국방, 국산SW도입 본격화…외산 라이선스 갈등·국산의 성능 향상 배경
국방부의 이번 결정은 국방 분야에 국산 소프트웨어(SW) 도입이 본격적으로 이뤄진다는 신호탄이다.
국방부는 지난해 11월 한글과컴퓨터와 `국방IT 국산 선진화 사업`을 위해 기술지원 업무협약(MOU)을 체결했다. 국방부 내에서 사용하는 상당수의 오피스 프로그램을 국산 제품인 한컴오피스로 교체한 것이다. 국방통합정보관리소에도 국산 SW인 티베로를 적용한다. 방위사업청도 국산SW 도입에 적극적이다. 지난해 국군 합동지휘통제체계(KJCCS) 성능개량 사업에 국산 DBMS인 티베로를 사용했다. 함정무기체계에도 리얼타임테크의 국산 인메모리 DBMS가 공급됐다.
국방 분야에서 국산 SW 도입이 적극 추진되는 것은 무엇보다 마이크로소프트(MS) 등 외산 SW기업과의 라이선스 갈등 때문인 것으로 해석된다. 지난해 한국MS는 국방부에 2100억원 규모의 클라이언트접근라이선스(CAL) 추가 비용을 요구하는 등 저작권 위반을 제기했다. 국방부는 CAL 이슈는 계약상의 이슈이기 때문에 저작권 위반을 하지 않았다는 입장이다. 국방부와 MS 갈등은 해결 실마리를 찾지 못한 채 확대되고 있다.
국산SW가 성능을 인정받고 있다는 점도 배경이다. 국방부 관계자는 “정부통합전산센터에 적용된 국산 DBMS를 벤치마킹한 결과 성능에 문제가 없는 것으로 판단했다”며 “전군 행정지원정보시스템에 적용해도 무리가 없을 것으로 본다”고 말했다. 실제 DBMS 제품을 비롯한 국산SW는 국방·공공·금융권 등을 중심으로 도입이 점차 확산되는 추세다.
그러나 현재 외산SW가 독점하는 시장을 국산SW가 대체하기까지는 상당 시일이 걸릴 것으로 보인다. 외산SW가 국산SW보다 성능이 좋을 것이라는 발주기관의 잘못된 인식 때문이다. 외산 SW에 비해 턱없이 낮은 유지보수 비용과 공급가격으로 자체 연구개발로 성능을 높이기보다 외산제품 유통에 주력하는 우리나라 SW기업의 현실도 문제다.
SW업체 한 대표는 “국내 SW기업 스스로가 외산 제품과 당당하게 경쟁할 수 있도록 성능을 개선해야 한다”며 “공공과 금융 등 발주기관도 외산과 동등하게 테스트 할 수 있는 시범적용 기회를 부여해야 한다”고 강조했다.
