SEOUL, KOREA- SKT, KT and LG U+ have failed to narrow down their different opinions and had a heated discussion on ‘D block (1,8㎓ KT-adjacent frequency band)’.
Senior officials from the three communication companies repeated their stance and argued that the frequency should be allocated for their own sake at a meeting held in the National Assembly.
“If the frequency in a high demand is not to put up for auction, it would be the act of breaching the Radio Wave Act that stipulates the efficient use of radio resources. It would be possible to place some conditions for a fair competition, but excluding the allocation from the auction process is like putting the cart before the horse,” says Kim Hee-soo, the managing director of KT.
As for the frequency allocation, SKT and LG U+ didn’t give an inch either, repeating their previous contention.
“The policy on frequency should take into consideration four major aspects of industrial effectiveness and investment, user convenience, fairness and coherence. To this end, the new frequency band should be evenly allocated to three telecommunication companies so that the competition will be made to establish 150Mbps broadband facilities, and then the expansion of adjacent bad should be gradually allowed for 300Mbps service,” says Lee Sang-heon, the managing director of SKT.
“1.8㎓ is a global band that needs to be fairly allocated to three communication service providers. In order to enhance convenience and benefits for customers based on vitalized competition, it is proper for the government to evenly give 40㎒ to three communication companies,” says Kang Hak-joo, the managing director of LG U+.
통신3사, 국회서도 뜨거운 `주파수 설전`
SK텔레콤·KT·LG유플러스 통신 3사가 롱텀에벌루션(LTE) 광대역 주파수 할당 안의 뜨거운 감자인 `D블록(1,8㎓ KT 인접대역)`에서 여전히 견해차를 좁히지 못하고 설전을 벌였다.
21일 민주당 미래창조과학방송통신위원회 주최로 국회의원회관에서 열린 `주파수의 효율적인 활용방안 모색을 위한 정책토론회`에서 패널로 참여한 각 통신사 임원들은 기존의 입장을 되풀이하며 각 사에 유리한 할당 안이 채택돼야 한다고 주장했다.
김희수 KT 상무는 “경매제 하에서 수요가 있는 주파수를 경매에 내놓지 않는 것은 전파자원 효율적 이용을 명시한 전파법 위반”이라며 “공정경쟁을 위해 필요하다면 일정 조건을 부과할 수 있겠지만 할당 자체를 배제하는 건 본말이 전도된 것”이라고 말했다.
김 상무는 또 “정부의 역할은 사업자들이 대등하게 경쟁하는 기회를 제공하는 것이지 투자비를 덜 쓰는 하향 평준화를 하더라도 경쟁의 출발점을 인위적으로 동일하게 만드는 것은 아닐 것”이라고 말했다.
주파수 할당에 관련해서는 `반KT`로 뜻이 같은 SK텔레콤과 LG유플러스도 기존의 주장에서 한 치도 물러서지 않았다.
이상헌 SK텔레콤 상무는 “주파수 정책은 산업 전체의 효율성과 투자 유도·이용자 편익·형평성·일관성 4대 방향성을 종합적으로 고려해야 한다”며 “이를 위해선 통신 3사에 신규 주파수 대역을 우선 골고루 나눠줘 150Mbps 광대역 설비경쟁을 유도하고 2차로 300Mbps 서비스를 위한 인접대역 확장을 단계적으로 허용해야 한다”고 주장했다.
강학주 LG유플러스 상무는 “1.8㎓는 글로벌 대역으로 3사 모두 공평하게 할당받아야 한다”며 “특히 경쟁 활성화를 바탕으로 소비자 편익을 제고하기 위해서는 3사에 40㎒를 공정하게 하는 것이 옳다”는 의견을 내놨다.
최준호 미래창조과학부 주파수정책과장은 “계획대로 6월 할당 안을 확정할 것”이라며 “공공재인 주파수의 효율적 이용과 공정경쟁, 경쟁 촉진 및 산업발전, 합리적 할당대가 회수 등 고려해서 그동안 나왔던 여러 안을 고려해 합리적 방향 찾으려 노력하고 있다”고 말했다.
