Seoul, Korea - The Start-Up Visa will be added to the list of Korean visas and company start-up program for foreigners will be provided to promote foreigners starting their own companies in Korea, as early as the second half this year.
Ministry of Justice and the Small and Medium Business Administration announced on the 26th that they have prepared and will introduce the Foreigners’ Technology Start-Up Promotion Plan as a part of immigration policy for the Creative Economy.
Firstly, Korean government will introduce the Start-Up Visa for the foreigners who start their own businesses in Korea using the advanced technology and intellectual properties. The new visa will not only allow the foreigners to reside in Korea, but also allow them to receive various start-up supports offered by the government. Those who received USD 100,000 investment from Korean investors and hired 2 and more persons are subjects to the visa.
According to the government, there are 83,000 foreign students in Korea as of April, 2013, of which 14,000 are in engineering majors. From a recent survey on 277 foreign students in Korea, 44.8% showed their intention to start a business, and 67% of them were in engineering majors, including electric, electronic, information telecommunication and other engineering fields.
The government is going to promote the start-up by foreigners by providing support programs dedicated for them. For the foreigners who stayed in Korea for at least 12 months and has engineering background, 70% of the start-up cost, such as production of pilot products, will be provided and office space will be provided in designated universities and incubation centers.

이르면 하반기부터 외국인 우수 인력의 국내 창업을 지원하기 위해 `창업비자제도`가 도입되고, 외국인 기술창업 프로그램도 신설된다.
법무부와 중소기업청은 창조경제형 이민정책의 일환으로 `외국인 기술창업 촉진 방안`을 마련해 시행한다고 26일 밝혔다.
정부는 우선 우수 기술 및 지식재산권을 활용해 국내에서 창업하는 외국인을 대상으로 창업비자제도를 도입한다. 제도는 단순히 체류 자격만 부여하는 선진국 창업비자와는 달리 정부의 다양한 창업사업화 지원을 받을 수 있도록 차별화했다. 벤처캐피털 등 국내 투자자로부터 10만달러 이상을 유치하고 2명 이상 고용을 창출한 외국인 창업자는 영주 비자발급 대상이 된다.
정부에 따르면 현재 국내에 체류 중인 외국인 유학생 수는 8만3000명(2013년 4월 기준)으로, 이공계 인력이 1만4000여명에 달한다. 최근 국내 외국인 유학생 277명을 대상으로 창업수요를 조사한 결과 44.8%가 창업의사를 보였고, 창업희망자의 67%가 이•공계 전공자로 전기•전자, 정보•통신 등 기술분야 창업을 희망한 것으로 나타났다.
정부는 외국인 전용 기술 창업 프로그램을 신설해 외국인 기술창업 촉진에 나선다. 국내에서 최소 12개월 이상 체류한 이공계 계열 우수 외국인에 시제품 제작 등 창업사업화 비용의 70%를 지원하고, 사관학교형 창업선도대학 및 창업보육센터 입주 공간 등을 제공한다.
아울러 미국, 캐나다 등 외국인 기술창업자 국내 유치를 위해 `코리아 벤처창업센터`를 설립, 운영한다. 올해 시범적으로 IT, 모바일 등 우수 인력이 밀집된 미국 실리콘밸리에 우선 설치하고, 유럽•아시아 국가로 점차 확대할 계획이다.
김성섭 중기청 창업진흥과장은 “창업비자제도가 활성화되면 한국 시장에 매력을 느끼는 외국인 기술창업이 보다 확대돼 고용 창출의 새로운 전기가 마련될 것으로 기대된다”고 말했다.
