SEOUL, KOREA – Inter-Korean authorities talks, initially scheduled for today, was cancelled at the eleventh hour as South Korea and North Korea failed to narrow their differences on the level of top delegates to represent each side at the inter-Korean authorities talks.
The Ministry of Unification of South Korea announced that right after the South and the North exchanged their lists of five-member delegations to the scheduled inter-Korean talks on Tuesday, North Korea took issue with the level of South Korea’s top delegate and unilaterally notified the South of its decision to suspend inter-Korean talks on Wednesday.
Pyongyang complained that the South's chief negotiator, Vice Unification Minister Kim Nam-shik, was not high-up enough to lead the inter-Korean authorities’ talks. Demanding Unification Minister Ryoo Kihl-jae represent the South Korean delegation, the North warned it would withdraw from the talks set for Wednesday if the South failed to comply.
North Korea tapped the relatively little known Kang Ji-yong as the chief delegate to the inter-Korean authorities’ talks.

12일 남북 당국회담 무산
오늘 예정됐던 남북 당국회담이 무산됐다.
당국회담 수석대표 `격(格)`을 놓고 의견차를 좁히지 못했기 때문이다.
통일부는 11일 남북 당국이 이날 오후 1시 판문점 남북 연락관 접촉을 통해 각각 5명의 대표단 명단을 교환했으나, 명단 교환 직후 북한이 우리 수석대표의 급을 문제 삼아 대표 파견을 보류한다는 사실을 알려왔다고 발표했다.
김형석 통일부 대변인은 이날 브리핑에서 “남북 양측 모두 원래 제시한 수석대표를 고수하며 수정제의를 하지 않고 맞서 12일 회담이 무산됐다”고 밝혔다. 북측이 대표단의 파견을 보류한다고 일방적으로 통보해 왔다는 설명이다.
그는 “9일부터 10일까지 실무접촉 이후 우리 측은 북측에 명단을 수차례 요구했지만 북측은 명단의 동시교환을 고집했다”고 지적했다.
남북 양측은 이날 오후 1시께 판문점 연락관을 통해 각 5명의 대표단 명단을 교환했지만 북측이 남측이 제시한 수석대표에 이의를 제기하고 우리 측은 원안을 고수했다.
남측은 남북문제를 책임지고 협의•해결할 수 있는 당국자를 수석대표로, 북측은 상급 인사라고 하는 사람을 단장으로 통보했다.
남북당국회담 수석대표로 우리 측은 김남식 통일부 차관, 북측은 강지영 조국평화통일위원회 서기국 국장을 선정해 통보했다.
이날 김 대변인은 “남북회담 무산이라고 보면 된다”며 12일 남북 당국회담 무산을 인정했지만, “북측이 지금이라도 당국간 회담에 나와야 한다”며 향후 회담 재개가능성은 열어놨다.
당초 남북 당국회담은 12~13일 이틀 동안 서울 그랜드힐튼호텔에서 열릴 예정이었다. 당초 회담이 예정됐던 남북 당국회담은 2년 4개월만이다.
이산가족 상봉, 개성공단 정상화, 금강산 관광 재개 등이 주된 의제로 거론될 예정이었다.
