Hosts of Foreigners Enters New Merchant Power Plant Projects

Seoul, Korea - According to the power generation industry on the 23rd, foreign suppliers are aggressively participating in the procurement of main components for the first cases of Korean coal-powered merchant thermal power plants, Bukpyung Thermal by STX Electric Power and Dangjin Green Generation by Dongbu Generation. 
Bukpyung Thermal with 1,190㎿ capacity has executed the contract for main component with Hitachi of Japan, and Dangjin Green Generation with 1,100㎿ has selected Alstom of France as the preferred bidder and in contract negotiation. 
The decision and likelihood of foreign suppliers supplying the main components for both merchant power plants has a significant meaning to Korean electric power facility market. The industry is expecting that the dependence on foreign suppliers for main components will continue to the 6th basic power demand & supply plan period in the private power generation market, as the first coal-powered merchant power plants in Korea is likely to proceed with their plant constructions with foreign-supplied components. After the foreign main component suppliers have dominated the public coal powered thermal plants and private gas-powered thermal plants, the private coal-powered thermal plants are also becoming dependent on the foreign companies. 
In the area of investment, Japanese capital is crowding the financing market for power generation. The finance industry believes that USD 33 million and 35 million Japanese capitals bought the bonds newly issued by Korea Hydro & Nuclear Power (KHNP) and Korea Southern Power, respectively. Taiyo Mutual Life Insurance, a Japanese insurance company, invested KRW 20.3 billion in Dongyang Cement and acquired KRW 30 billion worth subordinated Convertible Bonds issued by Dongyang Securities. Dongyang Cement is the parent company of Dongyang Power, who holds the business rights in Samchuk thermal power plant. 
The financial industry is anticipating that the foreign capital will keep investing in Korean power industry for coming few years, since Korea is suffering from the short supply of electricity, thus the profitability in electric facility business is expected to be lucrative. The Japanese capital, having lost its investment markets due to the economic recession, is expected to be the major investor. 

신규 민간발전시장, 해외자본 대거 유입 
5•6차 전력수급 기본계획으로 촉발된 민간 석탄화력발전 시장에 해외 자본이 유입되고 있다. 발전소 건설 설비의 납품실적으로 들어오는가 하면 국내 발전사업자의 지분취득 및 채권매입으로 수익을 도모하고 있다. 
23일 발전 업계에 따르면 국내 민간 석탄화력발전소의 첫 사례인 STX전력 북평화력과, 동부발전 당진그린발전소 주기기 계약에 해외기업이 공격적으로 참여하고 있는 것으로 알려졌다. 
설비규모 1190㎿의 STX전력 북평화력은 일본 히타치와 주기기 계약을 체결했고, 1100㎿의 동부발전 당진그린발전소는 프랑스 알스톰이 우선협상대상자로 선정돼 주기기 계약을 진행 중이다. 
양사의 주기기 해외업체 입찰은 국내 전력설비 시장에서 의미하는 바가 크다. 업계는 첫 민간 석탄화력발전 사업자 모두가 해외기업 설비로 공사를 진행할 가능성이 커지면서 6차 전력수급계획에 따른 민간발전 시장 역시 해외기업의 아성이 지속될 것으로 보고 있다. 공기업 석탄화력발전과 민간 가스화력발전 설비에서의 해외기업 의존도가 민간 석탄화력으로 이어지고 있다는 분석이다. 
투자 부문에서는 일본계 자본이 몰려오고 있다. IB 업계에 따르면 최근 아베노믹스로 대표되는 엔저와 저금리 정책으로 일본 투자자들이 금리가 높은 해외에 눈을 돌리고 있다. 우리나라 발전소 건설 시장이 대표적인 투자처로 지목되고 있는 셈이다. 금융 업계는 최근에 있었던 한국수력원자력과 한국남부발전의 채권 발행에서도 각각 3300만달러와 3500만달러의 일본계 투자금이 유입됐던 것으로 파악하고 있다. 일본계 보험사인 다이요생명은 동양시멘트 유상증자를 통해 203억원을 투자했고 최근에는 동양증권이 발행한 후순위 전환사채 300억원어치를 매입했다. 동양시멘트는 삼척화력발전 사업권을 가지고 있는 동양파워의 모회사다.
지분싸움으로 경영권을 확보하려는 시도도 벌어지고 있다. STX에너지의 경영권을 놓고 갈등을 벌이고 있는 STX와 오릭스가 대표적이다. 현재 STX에너지 최대주주에 올라있는 오릭스는 STX솔라 청산작업에서 지분율을 더 높이는 계획을 세우고 있다. 업계는 STX에너지의 자회사로 있는 STX전력의 북평화력발전소 사업이 오릭스의 목적인 것으로 보고 있다. 
금융 업계는 공급이 부족해 전력난에 시달리는 여건상 전력설비 사업에 수익이 보장된 만큼 향후 몇 년간은 해외자본 유입이 계속될 것으로 보고 있다. 특히 경기불황으로 투자처를 잃은 일본 자본의 공세가 상당할 것으로 전망하고 있다. 
이상호 수출입은행 팀장은 “그동안 국내 전력 시장은 일본 자본의 꾸준한 투자 유망지였다”며 “일본의 저금리가 계속되는 한 관련 투자는 계속될 것”이라고 말했다.
