Seoul, Korea - MSIP held the Frequency Allocation Policy Advisory Committee meeting on the 25th and collected the expert opinions on the two remaining options on the allocation of frequency for the last time. As the frequency allocation method is about to be finalized, the telecom companies have made the final pitch. The two telecom companies started to make an all-court press, first with submission of petition to the government that clearly showed their opposition to the giving chance to KT for the allocation of neighboring bandwidth.
KT is paying sharp attention on the final decision of MSIP, while it countered the claims of its competitors. KT strongly criticized the submission of petition by SK Telecom and LG U+ to be ‘the Chaebol who had been receiving all the favors asking again for the impossible,’ and commented, “it is a cheap tactic of Chaebol companies that will take away the right to enjoy high-quality LTE service from the public for their profit.”
A MSIP person said he could not confirm if the Advisory Committee finally decided on the allocation method, but stated that the announcement, application submission and auctioning will take place as scheduled.

미래창조과학부가 이르면 26일 롱텀에벌루션(LTE) 주파수 할당 방안을 확정한다.
미래부가 제시한 5가지 할당 방안 가운데 KT의 1.8㎓ 인접대역을 포함시키는 것과 배제하는 안을 동시에 경매하는 4안과 1.8㎓를 3개로 쪼개 경매하는 5안 등 두 가지 방안 가운데 하나가 유력하다. SK텔레콤과 LG유플러스는 이날 대정부 건의서를 나란히 제출하고 KT 1.8㎓ 인접대역 할당을 재고해줄 것을 요청했다.
미래부는 25일 비공개로 주파수할당정책자문위원회를 열고 두 가지 할당 방안을 놓고 막바지 전문가 의견 수렴절차를 마쳤다. 이에 따라 두 개 안 가운데 하나를 최종 확정, 이달 공고할 방침이다. 주파수 경매는 7월 사업자 접수를 거쳐 8월부터 실시될 전망이다.
주파수 할당 방식 확정이 초읽기에 들어가면서 각 통신사는 마지막 승부수를 던졌다. 4안과 5안이 직간접으로 KT 1.8㎓ 인접대역을 포함해 불리한 위치에 놓인 SK텔레콤과 LG유플러스는 `KT 1.8㎓ 인접대역 반대`를 주장하는 대정부 건의서를 내는 등 전 방위 압박에 들어갔다.
SK텔레콤은 “KT 인접대역은 할당 이후 심각한 경쟁왜곡과 이에 따른 소모적인 비용경쟁 등 부작용이 우려되므로 이번 할당에서 배제하는 것이 타당하다”며 “KT 인접대역이 반드시 포함되어야 한다면 천문학적 금액이 예상되는 경매과열과 시장왜곡을 방지할 수 있는 보완책을 마련해 달라”고 주문했다.
LG유플러스는 강한 어조로 KT 1.8㎓ 인접대역 경매 철회를 요구했다. LG유플러스는 건의서에서 “KT에 인접대역 할당이 이루어지면 생존이 위태로울 수 있어 거듭 KT 인접대역 할당 배제를 촉구한다”고 밝혔다.
6월 LTE 가입자 부문에서 2위로 도약한 KT가 인접대역 할당으로 LTE-어드밴스트(A) 서비스에서까지 유리한 위치를 점한다면 LG유플러스에는 치명타가 불가피하다는 논리다.
LG유플러스 관계자는 “3위 사업자의 몰락은 장기적으로 통신 생태계 자체를 망가뜨릴 수 있다”고 반발했다.
KT는 최종 결정에 촉각을 곤두세우며 경쟁사 입장 표명에 대응했다. KT는 SK텔레콤, LG유플러스의 대정부 건의문 발표에 대해 “그동안 온갖 특혜를 받아온 재벌기업의 생떼”라며 “(KT 1.8㎓ 인접대역 경매 철회 요구는) 자사 잇속을 위해 고품질 LTE 서비스를 이용할 수 있는 국민의 권리를 박탈하려는 재벌기업의 얄팍한 꼼수”라고 강하게 비난했다.
미래부는 관계자는 “주파수할당정책자문위원회가 최종 방식을 결정했는지 확인할 수 없다”면서도 “공개된 일정대로 공고, 모집, 경매가 이루어질 것”이라고 밝혔다.
