Seoul, Korea - Act on Promotion of Cloud Computing and User Protection (‘Cloud Act’) is finally going to be introduced to the National Assembly in September. A system that will verify the safety of private cloud computing service is also to be introduced.
Jeongtae Kim, the head of Intelligent Telecommunication Policy Department at Ministry of Science, ICT and Future Planning (MSIP), announced 10 policies aimed at vitalizing the cloud industry at the Cloud Expo Korea 2013 hosted by MISP and Busan City Government. It was an announcement of detailed plan to vitalize the cloud industry made for the first time by the current administration.
The Cloud Act had been prepared to promote the use of the cloud by public institutions and to develop the cloud computing industry. However the industry had opposed to the introduction of the act, claiming the bill had so many leashes. MSIP had revised its bill in response to the market opinion, including striking off the mandates on submission of information for all government researches. Kim assured, “the revisions are made focused not on the regulation, but on the promotion.”
A system to assure information security for the introduction of cloud service by the public sector is also to be prepared. MSIP commented that it is developing a verification model and relative tools that will inspect and analyze the security vulnerabilities when the cloud service is used.
미래부, 클라우드 법률 9월 국회 상정…민간 서비스 검증체계 도입
논란이 된 `클라우드 컴퓨팅 발전 및 이용자 보호에 관한 법률안(클라우드 법률안)`이 마침내 9월 국회에 상정된다. 민간의 클라우드 컴퓨팅 서비스 대상으로 안전성을 검증하는 제도도 도입한다.
27일 미래창조과학부와 부산광역시가 개최한 `클라우드 엑스포 코리아 2013`에서 김정태 미래창조과학부 지능통신정책과장은 이 같은 내용의 클라우드 산업 활성화 10대 정책을 발표했다. 현 정부의 클라우드 산업 활성화를 위한 구체적인 정책 발표는 이번이 처음이다. ▶관련기사 9면
클라우드 법률안은 클라우드 컴퓨팅 산업 육성과 공공기관의 클라우드 도입 활성화를 위해 마련했다. 그러나 관련업계는 법률안에 산업을 규제하는 항목이 많다며 제정을 반대했다. 미래부는 최근 `실태조사 시 자료제출 조항 의무화` 항목을 삭제하는 등 법률안 수정 작업을 진행했다. 김 과장은 “규제가 아니라 진흥에 초점을 맞춰 수정, 법률안을 마무리했다”며 “국무회의를 거쳐 9월 국회 상정돼 논의가 이뤄질 것”이라고 말했다.
정부부처•지방자치단체 등 공공부문에 민간 클라우드 서비스 도입을 위한 안전성 검증체계도 마련한다. 클라우드 서비스 이용 시 발생 가능한 보안 취약성을 점검, 분석하는 검증 모델과 평가•분석 도구를 개발하고 있다. 향후 공공부문에 적용 가능한 민간 클라우드 서비스를 선정, 시범 사업도 추진한다. 김 과장은 “검증체계 마련을 위해 법적 근거를 만들고 있다”고 전했다.
중소기업 성장 기반을 조성하기 위해 전국에 산재된 270개 벤처 인큐베이팅 센터가 민간 클라우드 서비스를 이용할 수 있도록 지원한다. 이외에 △클라우드 서비스 인증제 확산 △클라우드 서비스 품질 평가 시스템 도입 △클라우드 브로커리지 확산 지원 △클라우드 데이터센터 확산 지원 △클라우드 인력 양성 △해외시장 개척 지원 △대•중•소 공동 신흥국 클라우드 IT시장 진출 지원 정책도 추진한다.
