Seoul, Korea - According to the trade insiders on the 8th, some high-tech companies that had to leave Gaesung Industrial Complex will have more difficulty than expected in resuming their businesses.
What had dealt a fatal blow to those companies was the trust of their customers lost. With the uncertainty of not knowing what can happen in the future, not to mention another closure with no apparent reason, no customer will place an order to those companies.
The employment issue is another obstacle. The companies operating in Gaesung Industrial Complex are allowed to lay off their North Korean employees, but there had been almost no case of having done so, yet. But now, even if those companies are allowed to resume their operations in the North, they cannot help but make the lay-off, to mitigate the impact of months-long business suspension. South Korean government is also on the line of fire by the critics. How the South Korean government reacted to the situation had fueled the distrust of Gaesung companies to their government. One example is that the only financial support the Gaesung companies received from their government was a 1 billion Won emergency loan from Korea Exim Bank. The consensus between the Gaesung companies is that without specific plan for the future incidents, they will hardly make any further investment.
""The media is telling people as if we are making a fortune out of government subsidy for not being able to operate, but there had been practically no financial support at all. Without a plan precisely dictating what will be done for future incidents, no company that makes high-value added products will want to be in Gaesung,"" emphasized a person from one of the Gaesung companies.
전자·기계 관련 업체들, "개성공단 이전 상태 복구 쉽지 않다"
개성공단이 3개월 만에 재가동할 수 있는 계기를 마련했지만, 상흔을 회복하기는 쉽지 않을 것으로 보인다. 섬유·봉제 등 임가공 비중이 높은 업체들은 이전 상태로 생산 라인을 복구할 수 있다는 계획이지만, 전자·기계 등 첨단 업종 기업들은 미온적이다. 향후 개성공단 정상화 과정에서 여러 문제들이 돌출될 것으로 우려된다.
8일 업계에 따르면 개성공단에 진출한 전자·기계 등 첨단 산업 업체들의 가동률 회복은 쉽지 않을 것으로 예상된다.
무엇보다 거래처들의 반응이 싸늘한 상태다. 개성공단이 언제 다시 막힐지 모르는 상황에서 안정적으로 물량을 발주할 고객사가 거의 없는 실정이다. 일부 해외 거래처는 생산 물량 이전에 따른 비용을 분담하는 대신 개성공단에서 제품을 공급하는 것은 중단해 달라고 요청하고 있다.
전자·기계 업체들은 이미 개성공단 피해로 중국 등 해외 공장에 생산능력을 확대한 상황이다. 개성공단 내 설비를 재가동하려면 막대한 자금이 소요돼 쉽게 결정 못하는 실정이다. 개성공단 입주 업체 관계자는 “고객사 납기를 맞추기 위해 없는 자금을 쪼개 중국에 생산 라인을 확충했다”며 “개성공단에서 부품을 공급한다면 쉽게 발주낼 수 있는 거래처가 어디 있겠나”고 말했다.
고용 문제도 해결이 쉽지 않을 것으로 보인다. 개성공단 진출 기업은 불필요한 북한 인력을 구조조정할 수 있도록 돼 있다. 그러나 과거 우리 기업 중 인력 구조조정을 단행한 사례는 드물다. 구조조정을 단행한 기업은 인력을 다시 배정받을 때 북한 당국으로부터 불이익을 받기 때문이다. 그러나 이번 사태로 분위기가 크게 달라졌다. 전자부품 제조업체 관계자는 “수주 물량 자체를 확보하기 쉽지 않은 상황에서 인력 문제에 신경 쓸 기업이 어디 있겠나”며 “개성 공단 내 고용 문제는 북한 당국 입장에서도 상당히 부담스러울 수밖에 없을 것”이라고 말했다.
정부 정책에 대한 불신도 개성공단 정상화에 걸림돌로 작용하고 있다. 이번 사태로 개성공단 진출 기업들이 받는 혜택은 수출입은행 긴급자금 10억원 대출이 유일하다. 업종별로 구체적인 대책이 없다면, 추가 투자는 쉽지 않다는 분위기다.
개성공단 기업 관계자는 “언론에서는 개성공단 진출 기업이 막대한 보상금을 받는 것처럼 이야기 하지만, 실질적으로 지원된 자금은 거의 없다”며 “업종별로 정교화된 정부 대책이 나오지 않으면, 개성공단은 저부가가치 중심 산업단지로 전락할 것”이라고 강조했다.
