SEOUL, KOREA – Government ministries have requested a KRW 17.8 trillion R&D (research and development) budget for next year, up KRW 900 billion (or 5.7% from this year’s). Accordingly, the amount of money requested for 2014 R&D projects are the fifth highest among 12 budget categories, after budget requests for healthcare, welfare and labor; education; general and local administration; and national defense. Meanwhile, requested money for industries, SMEs and energy shrank 7.4% (or KRW 1.1 trillion) to KRW 14.4 trillion.
The Ministry of Strategy and Finance (MOSF) said Tuesday that ministries and agencies asked for the central government to set aside a combined KRW 364.7 trillion for next year, up 6.6% from this year's KRW 342 trillion won (except a supplementary budget).
The amount of money requested for education expanded 17.1% (or KRW 8.5 trillion) to KRW 58.3 trillion, the ministry said.
An 11.3% budget increase was requested for the health, welfare and labor sectors. About KRW 108.4 trillion was demanded for those areas. Requested money for R&D and national defense also grew 5.7% and 7.4%, respectively.
The budget request, however, for social overhead capital (SOC) declined 12.9% y-o-y to KRW 21.2 trillion.
Based on the requests, MOSF will have consultations with concerned parties in the months to come before determining its final budget proposal by the end of September. MOSF will then submit the final proposal to the National Assembly for approval.

내년부처 R&D 예산 5.7% 증액...산업, 중소기업 분야는 7.4% 감소
정부부처가 요구한 내년 연구개발(R&D) 예산은 17조8000억원으로 올해보다 5.7%(9000억원) 늘어난 것으로 집계됐다. 12대 분야 중 △보건•복지•노동 △교육 △일반•지방행정 △국방에 이어 다섯 번째로 높게 증액된 것이다. 하지만 산업•중소기업•에너지 분야 내년 예산은 14조4000억원으로 올해(15조5000억원)보다 7.4%(1조1000억원) 줄었다.
9일 기획재정부는 각 정부부처가 요구한 내년 예산 규모를 집계한 결과 364조7000억원으로 올해 예산(추가경정예산안을 제외한 342조원)보다 6.6%(22조7000억원) 늘었다고 밝혔다.
내년 예산 요구액은 260조원으로 6.7%(16조3000억원), 기금은 104조7000억원으로 6.5%(6조4000억원) 각각 증가했다. 내년 예산 요구 증가율 6.6%는 2011년의 6.9%, 2012년 7.6%보다 낮지만 지난해의 6.5%보다는 0.1%포인트 높은 수준이다.
예산 요구는 공약가계부 추진계획을 반영해 국정과제 중심 요구가 많았다. 12대 분야별 요구 현황을 보면 교육 부분 예산 요구액이 58조3000억원으로 올해 예산 대비 17.1%(8조5000억원)나 늘어나는 등 7개 분야에서 예산 증액이 요청됐다.
보건•복지•노동 등 분야도 11.3%(11조원)나 늘어난 108조4000억원으로 100조원을 처음 넘어섰다. 국방과 일반•지방행정 분야 예산 요구액 증가율은 각각 7.4%, 연구개발(R&D) 5.7%, 공공질서•안전 5.6% 순으로 높았다.
하지만 사회간접자본(SOC) 분야 예산 요구액은 21조2000억원으로 지난해 대비 12.9%(3조1000억원) 급감했다. 산업•중소기업•에너지 분야 예산도 14조4000억원으로 7.4%(1조1000억원), 환경 분야는 6조1000억원으로 3.6%(2000억원) 각각 삭감된 예산을 요구했다. 기재부는 이번 각 부처 요구안을 바탕으로 정부 최종안을 마련해 9월 말까지 국회에 제출할 계획이다.
