SEOUL, KOREA - The third working level talk to reopen Gaesung Industrial Complex will be held on the 15th of this month. The two Koreas expect to succeed in finding a breakthrough, but the big differences between the two Koreas may again end up reaching nowhere. North Korea, through the Korean Central News Agency, announced that it will postpone the negotiation on reopening of Mountain Kumgang tourist region and inter-Korean family reunion saying, “as long as Gaesung Industrial Complex issue is not resolved, there cannot be any progress in the overall inter-Korean relations.” For South Korea, the operation of Gaesung Industrial Complex is indeed importent, but North Korea needs to come up with detailed measures to make sure that such a shut down would not happen again before normalization of the complex. In the previous negotiations, the two parties were sharply divided over who is responsible for the Industrial Complex shutdown, how to normalize the complex, and etc. In the second talk, South Korea required North Korea to introduce detailed measures to prevent the shutdown from happening again, whereas North Korea attributed the shutdown to South Korea’s fault and asked the South to reopen the complex as soon as possible. Meantime, raw materials and finished products were carried out of Gaesung Industrial Complex and companies will carry properties out of the region this week.
내일 개성공단 3차회담…재가동 협상 `고비`
개성공단 정상화 문제를 논의할 제3차 남북 실무회담이 15일 개성공단에서 열린다. 지난 10일 2차 회담에서 합의에 실패했던 양측이 3차 회담에서 공단 재가동 돌파구를 마련할지 주목된다. 그러나 가동 중단 사태 재발방지책 여부 등을 둘러싼 견해차가 커 협상이 장기화 국면에 빠질 가능성도 배제할 수 없다. 북한은 지난 11일 우리 측에 보낸 전통문에서 “개성공업지구문제가 어떻게 되는가에 따라 전반적 남북관계에 영향을 미치게 될 것”이라고 주장했다.
북한은 당시 금강산관광 회담과 이산가족 상봉접촉 제의 보류 방침을 밝히면서 우리 측에 보낸 조국평화통일위원회 명의 전통문에서 “개성공업지구문제가 해결되지 않는 한 앞으로 북남관계에서 어떠한 전진도 있을 수 없다”며 이같이 밝혔다. 북한은 이같은 전통문 내용을 3차 실무회담을 앞두고 13일 저녁 조선중앙통신을 통해 공개했다.
우리 측 역시 개성공단 문제가 “남북교류 협력의 시금석이 될 것”이라는 점을 분명히 하고 있다. 재가동 문제 역시 북한의 구체적이고 확실한 재발방지책이 나오지 않는 이상 어렵다는 입장을 밝혔다. 이번 회담에는 우리 측에서 3차 회담을 앞두고 바뀐 김기웅 통일부 신임 남북협력지구지원단장이 새로운 수석대표로 나선다. 홍진석·허진봉 통일부 과장 등 기존 대표 2명은 3차 회담에도 대표로 나선다.
북측은 박철수 중앙특구개발지도총국 부총국장이 그대로 수석대표로 나선다. 북측은 박 수석대표와 허영호·원용희 등 총 3명으로 구성됐다. 앞선 두 차례 실무회담에서 양측은 개성공단 사태의 책임 소재와 재발방지책, 발전적 정상화를 놓고 첨예한 의견차를 보였다.
지난 10일 제2차 회담에서 우리 측은 재발방지를 위한 북한의 확실한 보장과 구체적 조치를 요구한 반면 북측은 이번 사태의 발생 원인을 우리 측에 돌리면서 조속한 재가동을 요구하며 맞선 바 있다.
한편 개성공단의 원부자재와 완제품 반출이 12일부터 이틀간 이어졌다. 13일엔 입주기업 소속 115명과 당국 및 관계기관 소속 40명은 차량 112대에 나눠 타고 이날 오전 9시 군사분계선(MDL)을 통과해 개성공단에 들어갔다가 오후에 짐을 싣고 우리 쪽으로 내려왔다. 전기전자·금속 등 업종 입주기업은 일요일인 14일 하루 휴식하고 이번 주에는 다른 업종의 입주기업이 물자 반출을 이어간다.
